Departures

Carolyn Graham, Richmond’s deputy chief administrator for human services, left the office Friday. Gayle Turner, the city’s deputy director for child welfare, was placed on administrative leave.

Scott C. Miller will leave Dominion Virginia Power to become a vice president at Dominion East Ohio, effective Jan. 1. Miller joined Dominion in 1997 as a financial analyst in corporate planning and analysis.

Bobby Thalhimer joined the board of directors for Impact Makers. Thalhimer is senior vice president of philanthropic services and donor engagement for the community foundation.

Michael E. Thomas will rejoin McGuireWoods Consulting on Jan. 1. Thomas, who left the firm to manage George Allen’s 2012 Senate campaign, will serve as a senior vice president of the firm’s Virginia state government relations group.

Joseph Pennington joined Elliott Davis as an assurance senior manager. Pennington is a certified public account with more than 12 years of banking experience and was an internal auditor for the Federal Reserve Bank of Richmond.

Betsy DiNardo joined Long & Foster as a sales associate. DiNardo has 11 years of real estate experience.

Todd Weinstein joined Cushman & Wakefield | Thalhimer as a senior vice president in the capital markets group. Weinstein will lead the multifamily advisory division for Central Virginia and Hampton Roads.

Jamie Reed joined Mason-McDuffie Mortgage as a senior loan officer. Reed has worked in the mortgage lending field for more than 10 years.

Jimmie Shaban joined Mason-McDuffie Mortgage as a senior loan officer. Shaban previously worked for Union First Market Bank.

Daisuke Yamamoto will join the Richmond Symphony orchestra as concertmaster. His public debut will be Jan. 19 at the 2012-13 Genworth Symphony Pops concert, “A Long and Winding Road” with Maureen McGovern in the Carpenter Theatre at Richmond CenterStage.

Andy Edmunds joined the Virginia Film Office as office director. Edmunds had been serving as the interim director since April, stepping in for longtime director Rita McClenny. He has been with the office for more than 15 years and studied music at Virginia Commonwealth University.

Randy C. Sparks Jr. joined Kaufman & Canoles in the labor and employment practice group. Sparks attended the University of Virginia and the William & Mary School of Law. Prior to joining Kaufman & Canoles, Sparks was with the firm Ford & Harrison in Washington.

Jennifer Norman and Jessica Murray joined PUNCH as project managers.

Banking

Peoples Community Bank announced the following promotions:

Zirkle Blakey III is being promoted to executive vice president and CFO. Blakey joined the bank in May 2009.

Constance L. Hassell is being promoted to senior vice president of loan administration and compliance. Hassell joined the bank in June 2007 and attended the University of Virginia.

Randy L. Phelps is being promoted to vice president of retail banking and human resources. Phelps joined the bank in March 2010.

Technology

William “Billy” Becker joined Comcast Corp. as director of enterprise sales for the company’s Beltway Region. Becker attended the University of Richmond and has received numerous certifications and completed courses from organizations that include Franklin Covey, Cisco, Wilson Learning, Hill Associates and Axiom.

Construction

Hourigan Construction announced the following promotions:

Chris Fowler was promoted to senior superintendent. Fowler has worked on office projects for Hourigan including the Glen Forest office complex, the Heilig-Meyers headquarters and the VCU Siegel Center suites.

Mickey Holloman was promoted to assistant superintendent. Holloman joined Hourigan in 2007, and his assignments have included the Operation Smile global headquarters, the LifeNet second-floor renovation and the Riverside Regional Medical Center’s neonatal intensive care unit.
