A. Bowen, resigned in protest.  He was a member of the “Department of State Police.”  Each suit charges Virginia State Police Special Agent Gary Witz and 12 John Does who “aided and abetted” in the malicious persecution of the five members.  The charges against all of the plaintiffs was dismissed in 2009 and they are each asking for punitive damages of $350,000.
