T. Rhys James has been promoted to partner at Kaplan Voekler Cunningham & Frank. He practices in the areas of business, corporate, mergers and acquisitions, securities and real estate capital law.

Michelle Cann is chief operating officer for The Fahrenheit Group. She had been with Gallagher, Flynn and Co. in Vermont.

Jim Slabaugh, Chris Nagle, Paul Shively and Willy Wise have joined SIMA Benefits Consulting Group, a subsidiary of SIMA Financial Group. Slabaugh is president. Nagle, Shively and Wise are principals.

William K. Tyler has been named president of SIMA Accounting Group. He is a partner. He graduated from Radford University.

David Dean has joined SIMA Financial Group as executive vice president.
