Beth Weisbrod is stepping down as executive director of the Virginia Capital Trail Foundation, effective Sept. 30. She will be joining the board of directors.

Nicole Herbert is director of programs.

Penelope Fletcher has been named director of development for the Branch Museum of Architecture and Design. She is a graduate of the College of William and Mary.

Robert Trice is director of support services for the Boys Home of Virginia. He had been a medic and LPN in the United States Army.


Frank E. Jenkins Jr. has joined the boards of directors of Village Bank and Trust Financial Corp. He is with Adams, Jenkins and Cheatham.

Billy Harper is a relationship manager on the commercial team. He has degrees from Hampden-Sydney College and the College of William and Mary.

Lara Rayborn is regional sales manager for treasury and payments solutions.

Cheryl Carrington is a senior vice president client advisor in private wealth management.

Elizabeth Creamer has been named vice president of workforce development and credential attainment at the Community College Workforce Alliance. She formerly served in the administration of Governor Terry McAuliffe and has degrees from Old Dominion University and Christopher Newport University.


Marcos Silva and Julie Filges have joined Noelker and Hull Associates Inc. Silva is a project architect and graduate of Kansas State University. Filges is a senior project manager.
