Jackson E. Reasor, president and chief executive of Old Dominion Electric Cooperative, is retiring, effective Jan. 15, 2018.
Ruchira Lalwaney is vice president for information technology for Old Dominion Electric Cooperative. She had been supervisor of development and analysis.
Edward J. McNelis III, Elizabeth M. Muldowney, Dr. Ramon Rodriguez and Christopher J. Quirk have joined the healthcare group at Sands Anderson.
McNelis focuses his practice on malpractice defense, civil rights and correctional healthcare legislation. He has degrees from Pennsylvania State University and The College of William & Mary.
Muldowney focuses her practice in representing professionals, medical providers, correctional healthcare providers, jails, constitutional officers in medical malpractice. She has degrees from Virginia Commonwealth University and Widener University.
Dr. Rodriguez represents healthcare providers before boards of medicine, defending malpractice claims and representing petitioners of the National Vaccine Injury Compensation Program in the U.S. Court of Federal Claims. He has a medical degree from National University of Ireland, Galway and completed a residency program in Family Medicine at the University of Arkansas for Medical Sciences Area Health Education Center South and is licensed to practice medicine in Arkansas, Florida, Virginia and the Republic of Ireland. He is a law graduate of The College of William & Mary.
Quirk represents professionals, including medical providers, in professional liability defense and correctional healthcare providers and jail officers in civil rights claims. He has degrees from Duke University and the University of Richmond.

Dr. Daniel McCarter joins JenCare as chief medical officer for Richmond. He he had been with the University of Virginia School of Medicine and UVA Health System.
