Richard D. “Rick” Pillow, president of the Virginia Credit Union League, announced his retirement, effective June 30.

Kenneth A. Young has been appointed county administrator and clerk to the board of supervisors for Goochland County, effective Sept. 14. He was assistant county administrator for Loudoun County, Va., and is a graduate of New Mexico State University.
