Chesterfield planners to weigh residential developments, daycare facility

 The Chesterfield Planning Commission will hold public hearings on land use proposals at 6 p.m. Oct. 20. Agenda here.

Planners will consider whether to recommend approval of a rezoning request needed to construct an independent living development to be called The Crest at Salisbury Apartments. The 100-unit development would consist of a three- or four-story building at North Otterdale Road and Wylderose Drive. The property in question consists of about 4 acres.

A single-family residential development with a maximum of 113 lots is proposed for a 45-acre property north of Chesterbrook Farms and west of Womack Road. The subdivision would have minimum lot sizes of 6,000 square feet.

Also on the agenda is a rezoning request tied to a proposed 12,000-square-foot daycare on 3 acres at Robious Road’s intersection with Old Farm Road.

Powhatan opens second round of pandemic relief funding for businesses

 The Powhatan County Economic Development Department announced the opening of a second round of the county’s business assistance grant program, which is aimed at helping county-based businesses cover costs related to the coronavirus pandemic.

The Board of Supervisors allocated about $517,000 toward the program, sourced from federal CARES Act funding. Businesses must be able to prove at least a 25 percent drop in revenue from 2019 to 2020 due to the pandemic.

The program provides up to $25,000 for businesses with 10 to 25 employees and revenue of $500,000 to $3 million per calendar year, and up to $10,000 for businesses with nine or fewer employees and less than $500,000 in revenue per calendar year.

The application period opens Oct. 19 and runs until Nov. 2. Businesses must fill out an interest form in order to be invited to apply for a grant.

Hanover planners recommend rezoning for Hickory Grove

 The Hanover Planning Commission voted to recommend a rezoning request for Rogers-Chenault Inc.’s Hickory Grove project at its meeting last week. The project is planned to consist of 100 age-restricted townhomes and a commercial area on 52 acres of land at the intersection of East Patrick Henry Road and Providence Church Road.

Planners voted to defer consideration of a rezoning request for a development of 52 single-family lots and 45 townhomes, in addition to a storage facility, on Old Keeton Road at its intersection with U.S. Route 1.

The commission recommended denial of a conditional-use permit for an events venue on Horseshoe Bridge Road near its intersection with West Patrick Henry Road. Planners approved a conditional-use permit needed for a separate events venue near the intersection of River Road and Broad Neck Road.

Henrico supervisors last week approved a $1.9 million agreement with Rebkee Co. for demolition of the county-owned portion of Virginia Center Commons and design and construction planning for its planned indoor sports and convocation center.

The board approved rezoning requests from HHHunt for a 90-unit residential and commercial project near an entrance to Twin Hickory, and from Sauer Properties for an industrial distribution development of 226 acres it owns south of Richmond International Airport. The board also approved a 32-acre, 111-home expansion of Stanley Martin Homes’ ReTreat at One development.

Laurel Park development advances in Henrico

New York-based Aurelie Capital is planning to redevelop 16 acres at 2314 Hungary Road, where the 56-year-old Laurel Park Shopping Center currently stands, into a mixed-use project with 350 apartments and 12,000 square feet of retail space. (File rendering)

 The Henrico County Planning Commission last week voted to rezone and grant a provisional use permit for Laurel Park, a proposed mixed-use project at 2314 Hungary Road. Aurelie Capital plans to replace the aging retail property with 350 apartments, 72 of which would be townhome-style, along with 12,000 square feet of commercial space. The project now goes to county supervisors for a deciding vote.

Carver condos, B-3 zoning changes approved in Richmond

 The Richmond City Council last week approved special-use permit and road closure requests for Carver Square, a 90-unit condo development by Stanley Martin Homes. The council also approved changes to the city’s B-3 zoning district that were initially introduced this summer. The changes move away from large street-fronting parking lots and building setbacks and prohibit or restrict adult entertainment and so-called predatory lending businesses from the district.
