Scott’s Addition apartments, Church Hill duplex conversion on agenda

The Richmond Planning Commission meets at 1:30 p.m. Monday. Full agenda here.

Business on the consent agenda includes a special-use permit request for a 126-unit apartment building that Thalhimer Realty Partners and property owner John Freeland are planning at 1508 Belleville St. in Scott’s Addition.

Another item involves a resolution to declare the city’s intent to rezone its Richmond Ambulance Authority property at 2400 Hermitage Road from industrial to TOD-1 Transit-Oriented Nodal District, to incorporate the property into a mixed-use development proposed for property beside it.

The only item on the regular agenda is a special use request for a planned mixed-use conversion of a duplex at 3101-3105 E. Marshall St. in Church Hill. Planning staff supports the request, which has received about a dozen letters of opposition.

495-home Charter Colony addition, Oasis Park on Chesterfield agenda

The Chesterfield County Planning Commission meets Tuesday. Full agenda here.

Business on the 6 p.m. regular agenda includes a deferred rezoning request for Oasis Park, a 575-unit development proposed for about 60 acres along Cosby Road, Millwood School Lane and Village Square Parkway in the Matoaca District.  The development would consist of 400 townhouses and a 175-unit assisted living facility.

Also on the agenda is a rezoning request for Charter Colony West, a 157-acre development that would consist of 495 townhomes and cluster-style homes. HHHunt is behind the development, which would fill land on the east side of Route 288 just north of the Woolridge Road interchange.

Other business includes a rezoning request from Riverstone Properties to amend zoning for 22 acres at 14101 Center Pointe Parkway to allow for a private school. A staff report identifies the school as Thales Academy.

Proposed events venue on Hanover planning agenda

The Hanover County Planning Commission meets in regular session at 6 p.m. Thursday. Business includes a permit request to allow a wedding and events venue on the 60-acre Montevideo property, which dates to the mid-18th century. The property is off Cross Corner Road just west of Route 1. Full agenda here.

Highwoods Innsbrook project advances, Lingerfelt apartment infills deferred 

At its meeting last week, the Henrico County Planning Commission voted in support of Highwoods Properties’ proposed mixed-use development on about 34 acres at Innsbrook’s northern entrance at Nuckols Road and Interstate 295. Commissioners also supported a proposed Starbucks that would fill the former BB&T branch at River Road Shopping Center.

The commission deferred a vote on Lingerfelt Development’s proposal to add nearly 1,400 apartments and structured parking across five office building properties it owns in Innsbrook. Planning staff recommended the deferral to address issues related to mixture of uses, appearance and impacts on public infrastructure and services. The cases were deferred to the Sept. 9 meeting.
