$3.7M donation for new police equestrian center on City Council agenda

Business on the 6 p.m. regular meeting agenda includes authorization to accept a future donation from the Friends of the Richmond Mounted Squad for construction of a new home for the Richmond Police Mounted Unit on 3.5 acres of city-owned property at Crestview Road and North 39th Street, between Chimborazo and Gillies Creek. The donation of materials and labor is valued at $3.72 million.

The new facility would replace the unit’s stables at 801 Brook Road, below the Chamberlayne Avenue overpass near the Interstate 64/95 interchange. The Friends group has lobbied for the project for several years, but funding challenges and other facility priorities have delayed it. The proposed facility would include 12 stalls, training pens and paddocks, offices and parking.

Enterprise Community Development is seeking a special-use permit to allow a four-story building with 43 apartments and ground-floor commercial space at 1203 E. Brookland Park Blvd. It’s also requesting to reduce the age requirement for its Highland Park Senior Apartments so that 80 percent of the units can be rented to persons 55 and up. The units are currently restricted to tenants 60 years of age or older.

Other business includes approval of the FY22-FY26 Economic Development Strategic Plan, which is proposed to establish a strategic framework for equitable economic development in the city and increase opportunities for job creation, capital investment and general fund revenue generation.

Bowler apartments renovation and infill development are approved

At its June 13 meeting, the Richmond City Council approved a special-use permit request for a planned renovation of the Bowler Retirement Community apartments and a nine-home infill development on the property. The council also approved a request to rezone 600 Decatur St. from B-7 Mixed-Use to B-4 Central Business.

Two residential projects up for votes in Chesterfield

The board will consider a proposal by Caldwell Reese Enterprises and Partners Investment Group to build a residential development of up to 234 units on 13 acres on Route 1 on a site north of its intersection with West Hundred Road.

The proposed development would consist of 10 two-story carriage homes and two four-story apartment buildings, according to a staff report. The property is currently a car auction and storage lot.

Also on the meeting’s agenda, Millwood Investment Co. wants to build up to 105 homes on 25 acres at 15100 Millwood School Lane and 14601 Fox Club Parkway. The project site is near Cosby High School.

The development would be a mixture of single-family homes and duplexes. The staff report states that no more than 80 single-family homes or 70 duplexes would be built in the development.

Lilly Pad permit, Broad Street apartment project approved in Henrico

At their June 14 meeting, Henrico supervisors approved a provisional-use permit for The Lilly Pad restaurant and Kingsland Marina that limits live music to certain hours and decibel levels, among other conditions. County staff recommended the changes after determining that the expanded restaurant had outgrown the parameters of a previous permit.

The board approved Arizona-based Alliance Residential Co.’s plan to build 340 apartments at the former Motleys Asset Disposition site at 4400 W. Broad St., and a rezoning request from RDK Land Holdings LLC for a 160-unit townhome development on 16 acres southeast of Chamberlayne Road and Wilmer Avenue.

Supervisors also approved plans from Build Senior Living for a 98-unit senior living and memory care facility at 9301 Patterson Ave., a 6-acre site beside Maybeury Elementary School and the Tuckahoe Family YMCA.

The board’s next regular meeting is Tuesday at 7 p.m. Business includes endorsement of 21 projects to be submitted for potential funding through VDOT’s Smart Scale program for fiscal year 2024. Full agenda here.
