Grocery-anchored development to be considered in Chesterfield

The Chesterfield Planning Commission is expected to consider a new mixed-use development proposal at its meeting next week.

Atlanta-based SJC Ventures is expected to pitch a development at the corner of Midlothian Turnpike and Alverser Drive at the commission’s Sept. 22 meeting.

The proposed Midlothian Depot development is planned to feature a 43,000-square-foot “specialty grocery anchor” as well as 30,000 square feet of commercial space and 350 apartments on 13 acres of “largely undeveloped” land, according to an SJC Ventures news release Friday.

The commission will weigh whether to recommend approval to the Board of Supervisors. Should supervisors OK the plan, the center would be planned to break ground in early 2023.

Subdivision near Harvie Elementary on Henrico agenda

Henrico supervisors meet Tuesday at 7 p.m. Full agenda here.

Business includes rezoning requests deferred last month from Pemberton Investments LLC, which is planning a 28-home development on 12 acres at John Rolfe Parkway and Pump Road, and from HHHunt, which is planning a 65-unit continuation of its recently approved The Pointe condos project on 7 acres at Pouncey Tract Road and Twin Hickory Lake Drive.

Also deferred from last month is a rezoning request from Markel | Eagle for an 80-home subdivision on 46 acres southwest of Pouncey Tract Road and Wyndham West Drive. The request was deferred at board meetings in May and July.

TerraForge Communities seeks to rezone 27 acres northeast of Goodell and Harvie roads, just north of Harvie Elementary School, for a 92-home subdivision.

Also on the agenda is a public hearing regarding the creation of a county sports and entertainment authority. The authority would be responsible for Henrico’s sports tourism program and management of related public-private investments, such as the indoor athletic and events center at Virginia Center Commons and the 18,000-seat arena planned as part of the GreenCity development.

Hanover Planning Commission to consider private tennis facility

The Hanover County Planning Commission is scheduled to meet Thursday. Full agenda here.

On tap is a conditional-use permit sought by Robert Alvarez of Winding Brook Eateries LLC for a proposed private tennis facility. The facility would be about 37,000 square feet with an additional 1,800 square feet of offices and restrooms. The indoor facility would have five courts. The facility would be built on a 1.7-acre property on Lakeridge Parkway adjacent to Green Top Shooting Range.

6-home subdivision along Derbyshire Road on Henrico planning agenda

The Henrico County Planning Commission meets Thursday at 7 p.m. Business on the agenda includes a rezoning request from Bradford Custom Homes for a six-home subdivision on 2.5 acres northeast of the intersection of Derbyshire and Midway roads. Full agenda here.

Southside TOD rezonings on City Council agenda

The Richmond City Council meets in regular session Monday for the first time since its August recess. Agendas for the informal and regular sessions can be found here.

On the consent agenda for the 6 p.m. regular meeting agenda is a request from an LLC tied to Harlan Construction to conditionally rezone a 0.6-acre property at 501 Orleans St. and 4811 S. 37th St., near Rocketts Landing, from light industrial use to the B-5 Central Business District to allow for a four-story mixed-use building with ground floor office use and 21 residential dwelling units.

Blackwood Development seeks a special-use permit for a 250-unit mixed-use building it’s planning at 1701 Roseneath Road.

Deferred from July is a request from Richmond Hill Design + Build to amend its plan to replace six homes in the 500 block of Westview Avenue with new home clusters. It was continued to the Sept. 12 meeting. The amendment would reduce the number of new homes from 12 to 10.

Also on the consent agenda is a resolution that would amend the city’s zoning map to include TOD-1 designations along portions of Richmond Highway (U.S. Route 1), Midlothian Turnpike and Hull Street.

Steven Nesmith named RRHA CEO

Steven Nesmith

The Richmond Redevelopment and Housing Authority Board of Commissioners named Steven Nesmith as the organization’s new CEO. Nesmith is a former assistant secretary at the U.S. Department of Housing and Urban Development and former deputy assistant secretary at the U.S. Commerce Department Economic Development Agency. He will take the helm of the RRHA on Oct. 1.

A Philadelphia native, Nesmith has lived in Virginia for 17 years and has served as counsel at several Washington, D.C. law firms and several public housing authorities across the country.

He grew up in a public housing community and has an undergraduate degree from American University and a law degree from Georgetown Law School.

Goochland names new economic development director

Sara Worley has been tapped to serve as Goochland County’s economic development director, the county announced last week.

Worley was previously economic development coordinator, a post in which she created the county’s business retention and expansion program.

She has been with the county for 17 years and has served in various roles.
