Permits for VUU tower signs, Saint Gertrude apartment conversion on agenda

The Richmond Planning Commission meets Monday at 1:30 p.m. Full agenda here.

On the agenda is a long-deferred special-use request from Virginia Union University to allow its “VUU” signage to remain on its campus belltower. The illuminated signs were placed without required city and state approvals, and an agreement between the university and the state to keep the signs up was being finalized last week. A special-use permit is one of several city approvals needed to allow the signs.

Back on the agenda is a request to amend the Stratford Hills Community Unit Plan. The amendment would increase the plan area by 2.85 acres to 67.4 acres to accommodate Harper Associates’ plan to develop a Chipotle restaurant and 6,500-square-foot retail outparcel and up to 36 townhomes on the east side of the site. The request was continued at the commission’s previous meeting.

SNP Properties seeks a special-use approval to convert the former Saint Gertrude High School campus at 3215 Stuart Ave. into 38 apartments. Local developer Daniil Kleyman seeks a special-use approval for a mixed-use development with 31 dwelling units and ground-floor commercial space at 4000 Government Road.

Also on the agenda are conceptual location, character and extent reviews of the former Lee Circle at 1700 Monument Ave. and of a plan to demolish the existing George Wythe High School and construct a new high school with sports fields and associated site work at 4314 Crutchfield St.

Chesterfield to discuss plans for future use of old Matoaca Elementary School

Chesterfield officials on Wednesday are slated to discuss plans for the reuse of the old Matoaca Elementary School, according to a county news release.

The public meeting and presentation on the topic will be held at the current Matoaca Elementary School at 20300 Halloway Ave.

The meeting, where Supervisor Kevin Carroll and county staff will be on hand to talk about the plans, is scheduled to take place from 6:30-8 p.m. The meeting will be recorded and uploaded to the county’s YouTube channel.

Chesterfield planning commissioners advance Midlothian Depot project, land-use plan for Sportsplex area

The Chesterfield Planning Commission voted last month to recommend approval of a grocery-store anchored development as well as a proposed land-use plan for the River City Sportsplex area. Both proposals now head to the Board of Supervisors for final approval.

Midlothian Depot would rise at the corner of Midlothian Turnpike and Alverser Drive. The $175 million SJC Ventures project would include an unidentified grocery store tenant and 350 apartments.

Also moving through the county approval process is the Genito/288 Special Focus Area Plan, a proposed land-use plan that would guide the future development of a 659-acre area that includes Southside Speedway to support youth sports tournament venue River City Sportsplex.

Henrico to contribute $750,000 toward Lewis Ginter expansion

Lewis Ginter Botanical Garden plans to buy Lakeside Baptist Church with some help from Henrico County, which plans to contribute $750,000 toward the church property’s $1.9 million price.

Lewis Ginter is set to assume ownership of the church in July 2025. The deal was announced last week during a ceremony held at the botanical garden. County leaders at the event said the funding support made sense as a means to support a community asset.
