City Council to discuss Enrichmond Foundation, Saint Gertrude apartments
The Richmond City Council meets Monday beginning with an informal session at 4 p.m. Discussion items include the Enrichmond Foundation, which dissolved earlier this year.
Business on the 6 p.m. regular meeting agenda includes Blackwood Development’s special-use request for a 250-unit mixed-use building it’s planning at 1701 Roseneath Road. SNP Properties seeks a special-use approval to convert the former Saint Gertrude High School campus at 3215 Stuart Ave. into 38 apartments.
Several agenda items are to be continued to future meetings, including a special-use request from Virginia Union University to allow its “VUU” signage to remain on its campus belltower. At its meeting last week, the Planning Commission continued its review until December to give VUU time to prepare an engineering report to be reviewed by the city building commissioner.

Henrico to vote on 28-home infill at John Rolfe Parkway and Pump Road

Business includes a previously deferred rezoning request from Pemberton Investments LLC for a 28-home development on 12 acres at John Rolfe Parkway and Pump Road. Also deferred from September was a rezoning request from Markel | Eagle for an 80-home subdivision on 46 acres southwest of Pouncey Tract Road and Wyndham West Drive.
Other items include a rezoning request from Bradford Custom Homes for a six-home subdivision on 2.5 acres northeast of the intersection of Derbyshire and Midway roads.

The Henrico County Planning Commission meets Thursday at 7 p.m. Full agenda here. Business includes Scott Boyers’ proposal for a six-story building with four levels of apartments above structured parking at 4909-4911 Augusta Ave. The 1-acre property is on the east side of Willow Lawn.
New broadband provider plans to offer service in Hanover, Ashland
Hanover has inked a deal with Harrisonburg-based Glo Fiber to offer broadband internet service in the county, Hanover announced in a news release last week.
Glo Fiber is expected to start construction in the second quarter of 2023 on broadband fiber infrastructure to connect more than 20,000 residences and businesses in areas of Hanover and Ashland, according to the release. Construction is expected to take two years.
“Glo Fiber’s plans to expand their fiber network are also consistent with our Connect Hanover initiative and efforts to get the entire county covered in the next 36 months. Their high-quality internet service will provide additional options to our residents and support our overall goal of universal broadband to all of our residents,” Hanover County Administrator John Budesky said in the release.
Chesterfield ponders apartments, homes for elementary school

Chesterfield officials revealed a conceptual plan for redevelopment of the old Matoaca Elementary School last week. The preliminary plan calls for the school to be redeveloped into up to 36 senior apartments and a community space where the gym is. The project would also include eight to 10 single-family homes to be built, as well as recreational outdoor spaces.
