Museum District infill project, restaurant near Byrd Park to be considered

The Richmond Planning Commission is scheduled to meet Monday. Full agenda here.

On the docket is a proposal to build four single-family attached townhomes at 3301 and 3303 Park Ave. in the Museum District. An existing house on the land would be demolished to pave the way for the project’s construction.

The new for-sale homes would have off-street parking. Two would face Park Avenue and two would face Tilden Street, according to the applicant report. The application was filed by Sekiv Solutions.

Staff recommends a deferral for the request to allow the project to be modified to adhere to West of the Boulevard Design Overlay District regulations.

Also for consideration is a special-use permit application to allow a restaurant to operate on the first floor of 401 S. Stafford Ave., in addition to an apartment unit on the building’s second floor.

The ground floor, which is currently vacant, would be occupied by a sandwich shop, according to the application filed by Baker Development Resources.

The commission will vote on whether to recommend final approval by the City Council, which will weigh the proposals at a future meeting.

The commissioners are expected to consider a zoning amendment and conditional use planned development request tied to a proposed grocery store at Winterpock Crossing.

Also on tap is a proposal by Doug Sowers to build up to 100 single-family homes on a 230-acre site near the intersection of River and Riverway roads. The applicant has requested a deferral to finalize case documents.

Those proposals would then head to the Board of Supervisors for a final verdict after the commissioners vote on whether to recommend their approval.

Apartment building in Scott’s Addition, Saint Gertrude redevelopment OK’d

The Richmond City Council voted last week to approve Blackwood Development’s proposed 7-story apartment building at 1701 Roseneath Road. The council also OK’d a proposal by SNP Properties to convert the former Saint Gertrude High School campus into 39 apartments.

Henrico supervisors defer final votes on two residential projects

The Henrico County Board of Supervisors opted to defer consideration of two rezoning cases tied to proposed residential developments last week.

The plan is now to take up, at the board’s Nov. 8 meeting, the Pemberton Investments LLC’s rezoning request tied to a 28-home development at John Rolfe Parkway and Pump Road as well as a Markel | Eagle proposal for an 80-home subdivision on a 46-acre site southwest of Pouncey Tract Road and Wyndham West Drive. Both deferrals were requested by the applicants.

The best bet for an un-named grocer is an Amazon related operation. If it is it would be smaller than your typical grocery store. The Richmond market is over stored in this category, so my guess is that Richmond is being used as a “test” market.
