An undeveloped property near Chester that’s been held for years by a local hotelier is now being positioned for a convenience store.
RaceTrac is planning to open a location at 2136 Ruffin Mill Road, according to recent filings submitted to Chesterfield County.
The company is under contract to buy the 11.3-acre project site from LLCs tied to Chesterfield-based Shamin Hotels.
The RaceTrac location planned for the site would feature an 8,100-square-foot convenience store, six diesel fueling lanes for tractor-trailers and 16 standard fueling stations. It would be accessible via two entrances off Walthall Center Drive and one entrance off Ruffin Mill Road, per a site plan.
Proffered road improvements for the project include widening Walthall Center Drive, and the addition of a right-turn lane to access the property from Ruffin Mill Road.
The triangular-shaped project site, which is currently undeveloped, is between I-95’s Woods Edge Road interchange and a Pilot Travel Center. RaceTrac is seeking to rezone the site to General Industrial (I-2) with conditions to allow the convenience store and fueling stations.
More details about the project were unavailable. A RaceTrac spokesman declined to comment for this article.
The project will need zoning approval from the Chesterfield Board of Supervisors. The land is currently split between Agricultural (A), General Industrial (I-2) and Commercial (C-5) districts.
Shamin acquired the parcels that make up the site in three separate transactions in 2000, 2007 and 2014. The four-parcel assemblage has a total assessed value of about $533,000, according to online county records.
Atlanta-based RaceTrac Inc. has more than 800 locations in 13 states between its RaceTrac and Raceway convenience store brands, per the company’s website. The RaceTrac brand consists of corporately operated stores, while Raceway locations are franchised.
There currently are no RaceTrac brand locations in the Richmond region. There are four local Raceway outposts: one in Richmond’s Southside, and the others in Chesterfield’s Bensley, Enon and Chester areas.
