Drew Throckmorton has been promoted to manager in the Richmond office. Throckmorton received his bachelor’s of science in accounting from Lynchburg College.

Daniel Robertson has been promoted to manager in the Richmond office. Robertson received his bachelor’s of business administration in accounting from James Madison University.

Banking

Signature Financial, a subsidiary of Signature Bank, appointed Mark Riley to the post of executive sales officer. Riley has 23 years of financing experience and was recently a commercial loan officer for People’s United Equipment Finance.

Insurance

Rutherfoord, a Marsh & McLennan Agency LLC Company, announced the following hires:

Stephanie D. Millan was hired as an associate underwriter for Rutherfoord Benefit Services.

Christina A. Gutridge was hired as an employee benefits administrator (FSA) for KSPH, LLC.

Thomas R. Brown Jr. was hired as a sales assistant.

Darby Greenhill was hired as a senior benefits consultant for Rutherfoord Benefit Services.

James J. Carney was hired as a medical director for Rutherfoord Benefit Services.

Howard Estes has joined Spotts Fain as head of the public finance group and a member of the firm’s administrative and regulatory group. Estes is the former principal of Estes & Associates. His practice focuses on transactional work and on state and local government representation.

Hirschler Fleischer added James W. Van Horn Jr. as a partner. Before joining Hirschler Fleischer, Van Horn represented institutional investors, private equity firms and financial market professionals at the law firms Carrell Blanton and Hunton & Williams.

United Way of Greater Richmond and Petersburg named Maggi Beckstoffer as the 2013 campaign chair. Maggi is president of MBM Marketing, a strategic marketing firm she founded in 1999. She has served on the United Way of Greater Richmond and Petersburg Board of Directors since 2009.

United Way of Greater Richmond and Petersburg also appointed four board members:

  • Jason Chapman, president of global business services, MeadWestvaco
  • Cindy Morgan, publisher, Progress-Index
  • Brenda Skidmore, senior vice president of government and regulatory affairs, SunTrust Banks
  • William F. Weber, vice president, DuPont Protection Technologies

The Partnership for Smarter Growth board announced Brianne Mullen as its new executive director. Mullen recently completed a dual degree program, obtaining a law degree from the University of Richmond and a master’s of urban and regional planning from Virginia Commonwealth University.

The Richmond Chapter of the Virginia Center for Inclusive Communities announced that Stewart D. Roberson and Thomas A. Silvestri will serve as co-chairs for the 51st annual Humanitarian Awards Dinner. Roberson currently serves as chairman, president and CEO of Moseley Architects. Silvestri is president and publisher of the Richmond Times-Dispatch and vice president of World Media Enterprises, Richmond Group.
