Tom Charles partnered with his brother, Ryan Charles, as co-branch manager at Sierra Pacific Mortgage in Midlothian. He was formally with the Department of Taxation.

Engineering Consulting Services Mid-Atlantic announced that Robert C. Moss III has been promoted to the position of branch manager in the Richmond office. His duties include service line operations management, senior-level engineering consulting, technical review and oversight, business development and client relationships. A member of the ECS team for 15 years, Moss has more than 25 years of experience managing projects for geotechnical and construction materials testing programs focused in multiple market sectors.

Health care

HCA announced the appointment of Robert F. Carrel as president of HCA’s Richmond-based capital division, effective Jan. 1. Carrel, who has served as chief financial officer of the capital division since 2006, replaces Margaret Lewis, who will retire after a 37-year career with HCA.

Marketing

Free Agents Marketing announced the following hires and promotions:

Ha Koehler joined the firm as a senior account executive supporting the marketing and advertising efforts of its clients, including Bon Secours Hampton Roads Health System and Iredell Health System. Koehler has more than 13 years of client service experience and is rejoining Free Agents from Seventh Point, where she provided marketing, public relations and advertising support to the Virginia Department of Transportation.

Kimberly Keate joined the firm as a graphic designer, working with its creative team to design advertising and marketing materials. Before joining Free Agents, Keate spent three and a half years as a freelance designer working with clients in Richmond and New York.

Angela Sobotka joined the firm as its senior traffic manager, overseeing the productivity processes at the agency. Her responsibilities include refining, maintaining and enforcing the agency’s workflow process and managing the resources needed to ensure accurate and timely work. Sobotka has eight years working in similar roles at companies including the Martin Agency and, most recently, Capital One.

Carissa Schmidt was promoted to junior art director. In her new role, Schmidt will help design and produce original marketing and advertising concepts on behalf of Free Agents Marketing’s clients. Schmidt joined Free Agents as a graphic designer in 2011.

Media General announced that James F. Woodward has been named a senior vice president. Woodward will continue in his role as chief financial officer, a position he has held since 2011.

Brooke Spears joined Momentum Resources as a relationship manager. Spears was previously the director of legal education for BARBRI Bar Review.

Old Dominion Electric Cooperative (ODEC) named D. Richard Beam senior vice president for power supply effective Nov. 18. Beam has been with ODEC since 1987, most recently serving as vice president for power supply. During his 26-year tenure with ODEC, he has worked in the areas of power supply planning and contracting, project management, power cost budgeting, rates and regulatory affairs, and power markets. As senior vice president Beam will oversee the entire power-supply operation with additional responsibility for engineering, planning, environmental, member services, and the information technology functions.
