Kathy Lawrence has been promoted to partner at Kaplan Voekler Cunningham & Frank.  She focuses her practice on securities and capital markets, mergers and acquisitions, and general business and corporate representation.

Robert Michaux has joined Thorsen Hart & Allen.  He will focus his practice on complex civil litigation and intellectual property matters.

Public Relations

Mark Raper is chief counsel officer of PadillaCRT.  He had been president.  He founded Carter Ryley Thomas which became CRT/tanaka and was then acquired by Padilla in 2013.


Krystal Reid has joined Gresham, Smith and Partners as an architect in the Aviation market.  She is a graduate of Virginia Tech.

Hafiz Balogun has joined Fulton Bank as a commercial relationship manager. He had been with SunTrust Bank.

Thomas E. Kelso has been elected by the board of directors to serve as president.  He is a managing director and principal and head of the downstream energy and convenience retail group.

David W. Shoulders has been promoted to managing director and is head of the consumer and industrial products group.

William J. O’Flaherty is a vice president.  He is a member of the consumer and industrial products group. He is a graduate of the University of Virginia.

Stephen C. Lynch is a vice president.  He is a member of the downstream energy and convenience retail group. He is a graduate of Virginia Tech.

John C. Duni is an associate.  He is with the downstream energy and convenience retail group.  He is a graduate of James Madison University.

David Keys and Dave Endom has joined the newly formed healthcare group at BB&T Capital Markets. Keys is a managing director and has degrees from the University of North Carolina and the University of Chicago.  Endom is a vice president and has degrees from the University of Richmond and the University of Virginia.  Both had been with the healthcare group at Matrix Capital Markets.


Larry Cottrill has been named vice president and general manager of WRIC-TV.

Bart Hinkle is editor, editorial pages and online opinion section.


Chris Durand has joined Gilbane Building Co. as a client development manager.  He is a graduate of the U.S. Military Academy in West Point, N.Y.

James Brookfield and Timothy McGuan are project managers in the general contracting division.  Brookfield  had been with Markel Corp.  McGuan had been with MGT Construction.

Paul Robinson and Randall Reed are project superintendents.  Robinson had beenwtih SBS, Boerne, Texas.  Reed had been with the Surry Nuclear Power Plant in Surry, Va.

Meagan Trimmer is a project coordinator.  She had been with Dickerson Construction.

Brandi Wick is an administrative coordinator.  She had been with Morton Consulting.


City of Richmond appointments:

Bobby Vincent Jr. is interim director of the Department of Public Works.  He is a graduate of Virginia State University. He had been the department’s deputy director.

Debbie Patricia Jackson is an interim deputy Chief Administrative Officer, Human Services.  She has degrees from Dartmouth College and Virginia Commonwealth University.  She had been the training manager.

David Daniels is interim Fire Chief.  He had been chief safety officer and deputy fire chief. He has degrees from Eastern Oregon University and the Keller Graduate School of Management in Atlanta.
