Courtney Paulk has been elected president.

Andrew Lohmann has been elected executive vice president.

Eric Ballou, Megan Martz Gilliland and Peyton Stroud have joined the municipal and public finance group at Kaufman & Canoles. Ballou focuses his practice on public finance, transportation and local government matters, including traditional governmental finance, securities, state and local government law and public-private partnerships. Gilliland specializes in complex business transactions including public finance; local government; business tax; and general corporate business matters for a distinguished client base. Stroud focuses her practice on public finance, general business and local government matters.

Education

John Venuti has been promoted to associate vice president for public safety for Virginia Commonwealth University and VCU Health System. He is currently VCU’s police chief.

Susan Evans has been named chief executive officer for ImmunArray.

Donna Edmonds is chair and chief executive officer for BrainBox Solutions, a spinoff of ImmunArray. Edmonds will remain executive chair with ImmunArray.

Vance Spilman has been elected to the board of directors of Bay Banks of Virginia, parent of Virginia Commonwealth Bank. He is with Leaf Spring Schools.

Zirkle Blakey III has been appointed to the board of directors of Peoples Community Bank. He is the bank’s executive vice president and CFO.

Nonprofits

Martha Quinn joined VCU Massey Cancer Center as the executive director of development. She had been with Johns Hopkins Children’s Center.

Kathy Harkey is the executive director of the Substance Abuse and Addiction Recovery Alliance of Virginia. She had been with the National Alliance on Mental Illness of Central Virginia. She has degrees from Liberty University.

Harrison Hayes, Adrienne Cole Johnson, Jacqueline McDonnough, Alan Rudnick and Stephanie Smith have been elected to the board of directors for Art 180.

Dianna Mastroianni is vice president of property management for Community Housing Partners. She had been with EAH Housing in California.

Consulting

Maura Robinson has joined Thought Logic as a consultant. She had been with IBM Watson Health and has degrees from Georgetown University and Vanderbilt University.

Clay Cutchins and Leigh Koptish are lead consultants with The Frontier Project.

Eric Silinsh is director of the hospitality studio. He had been with Robert A. M. Stern Architects in New York.

Robert Parise has been promoted to principal. He is a director of one of the higher education studios. He had been a senior associate.

Kimya Salari has joined Gresham Smith as an architectural project coordinator in the healthcare studio. She has degrees from Iowa State University.

Jim Bolinger is president. He has degrees from the University of Richmond.

Kevin Martin is vice president of retail operations and specialty soils. He had been general manager of retail.

Mike Wingfield was promoted to vice president of clearing and grinding. He had been general manager of the clearing division.

Lisa Wells has been promoted to controller. She had been office manager.

Evan Miller has joined BES Studios as a video editor. He had been with Crutchfield Corp. in Charlottesville and is a graduate of James Madison University.
