Eddie Lumpkin has joined Spotts Fain as senior counsel in the corporate and business transactions section. He focuses his practice on mergers and acquisitions, joint ventures, franchising and licensing arrangements, and general corporate, regulatory, and securities matters. He has degrees from Duke University and Washington and Lee University.

Jonathan Bliley and Joseph Pope have been elected partners of Williams Mullen. Bliley is with the corporate practice. Pope is with the litigation practice.

Cedric Fortemps has been named co-head of the downstream energy and convenience retail group with Matrix Capital Markets Group. He is a managing director and a principal.
