Philip O’Connor, formerly executive director of VCU College of Engineering Foundation and Corporate Relations, has joined SPARK Product Development as a business relationship manager.

Linda Tiller is retiring as executive director from Hanover Habitat for Humanity, effective the  end of the year. Renee Robinson has been named her replacement. Robinson has been with the Partnership for Housing Affordability.

Law

David Allen has joined the corporate section of Williams Mullen. He has degrees from Duke University and the University of Virginia.

Angie Christensen was promoted to senior property manager with Colliers International.

Accounting

At KPMG:

Arun Rajappa has been promoted to partner — risk management.

Mark Waller and Mike Wirth have been promoted to managing directors — advisory.

Michael Chapman has been appointed chief marketing officer for CarLotz.

Government

Charles E. Marston has been appointed director of Real Property for Henrico County, effective Dec. 19. He has been acting director.

Technology

Marie Fernandez is delivery manager for Simple Thread. She had been with EZLinks Golf and is a graduate of the University of Richmond.

Education

Ronald A. Crutcher has been elected chair of the board of directors of the American Council on Education, effective in March. He is the president of the University of Richmond.

Fulton Montessori School board of directors: president, Cindy Moussavou; joining the board, Miata Brown, Emma Cox and Sharon Reilly.

Will Bynum is executive vice president. He had been with Hourigan and is a graduate of Eastern Carolina University.

Dylan Szalankiewicz is project manager. He had been with EDC and is a graduate of Virginia Tech.

Kaylee Brooks has been promoted to account manager with Addison Clark.
