City Center plan rezoning update on Richmond planning agenda

The Richmond Planning Commission meets Monday at 1:30 p.m. Full agenda here. Business on the agenda includes an update from staff on planned rezonings related to the City Center Innovation District Small Area Plan. The amendment to the Richmond 300 master plan was adopted in January and is aimed at guiding growth over a roughly 20-block area anchored by the to-be-demolished Coliseum.

Henrico adopts budget vote, OKs 10-story apartment building

At their meeting last week, Henrico supervisors adopted the budget for fiscal year 2023. The $1.5 billion spending plan includes several tax rate reductions and is balanced on a real estate tax rate of 85 cents per $100 of assessed value, a 2-cent reduction from the current rate. The board also adopted a new technology zone for Innsbrook.

The board approved Holland Associates LLC’s plan for a 10-story apartment building at 2369 Staples Mill Road, across Staples Mill from the Libbie Mill-Midtown development. A rezoning request from Markel | Eagle for an 80-home subdivision on 46 acres southwest of Pouncey Tract Road and Wyndham West Drive was deferred to the May 10 meeting.

Willow Lawn-area redevelopment, Broad Street apartments OK’d in Henrico

At its meeting last week, the Henrico County Planning Commission recommended approval of a series of requests for Thalhimer Realty Partners and Crenshaw Realty’s plan to replace several office buildings near Willow Lawn with two seven-story apartment buildings totaling 585 units. A portion of the plan that was to involve two buildings at 1904 and 1910 Byrd Ave. was withdrawn from the requests.

The commission supported a development plan for Gateway II, a redevelopment of a portion of the Gateway Apartments complex at 1648 N. Parham Road with a five-story, 80-unit apartment building with 13,700 square feet of ground-floor commercial space, a 2,500-square-foot single-story clubhouse and associated parking.

The commission supported a provisional-use permit for Alliance Residential Co.’s plan to build a pair of apartment buildings totaling 340 units on 5.75 acres at 4400 W. Broad St. Middleburg Real Estate Partners LLC received support to replace the Knights Inn motel at 9002 Brook Road with more than 300 apartments and townhomes and a commercial space fronting Brook.

A rezoning request from RDK Land Holdings LLC for a 160-unit townhome development on 16 acres southeast of Chamberlayne Road and Wilmer Avenue was deferred to the May 12 meeting.

250-unit subdivision up for vote in Hanover

The Hanover County Planning Commission is slated to meet Thursday. Full agenda here.

On the docket is a request by Rogers-Chenault to build a 250-lot subdivision on a 155-acre site located near the intersection of Winns Church Road and Greenwood Road, southwest of Ashland. Staff recommends that the commission defer its consideration so the applicant can address traffic concerns.

Additionally, Wilton Cos. and Markel | Eagle Advisors have filed a rezoning request in order to build a 28-unit condominium development located between the Marley Point subdivision and Hanover Crossing Apartments. The condominiums would be detached units and would be built on a 6-acre site.

Chesterfield Planning Commission to consider technology park near Moseley

The Chesterfield County Planning Commission is scheduled to meet Tuesday. Full agenda here.

On the commission’s agenda are two rezoning requests tied to a proposed technology park and hundreds of single-family homes on the so-called Upper Magnolia Green property near Moseley.

The request related to the western portion of the property would rezone about 1,700 acres that would be mostly occupied by a technology park but also a high school and fire station. To the east side of the project area, a separate application for the commission’s consideration would set the stage for 600 single-family homes and more public facilities on a 700-acre site.
