Chesterfield supervisors approve grant agreement for The Lake
The Chesterfield Board of Supervisors voted last week to approve a performance-based grant agreement with an entity tied to Flatwater Cos., which is building a 105-acre mixed-use development called The Lake.
The $323 million development will feature more than 1,000 residential units and feature recreational water features. The project site is located where Route 288 and Powhite Parkway meet in western Chesterfield.
Supervisors also gave the green light to a proposal by Adams Property Group to build a commercial development on a 10-acre site at the intersection of Iron Bridge Road and Irongate Drive.
The development is planned to feature a 6,000-square-foot convenience store with a restaurant and fuel pumps as well as a commercial building and a 110,000-square-foot mini-storage facility.
The convenience store would appear to be a Sheetz based on conceptual renderings included in the staff report.
Henrico deputy commonwealth’s attorney named deputy county manager
Michael Feinmel was appointed Henrico County’s deputy county manager for public safety, effective Sept. 10.
Feinmel has served as a deputy commonwealth’s attorney for Henrico since 2005. He joined that office in 2001 as an assistant commonwealth’s attorney and previously was an assistant and senior assistant public defender for the City of Richmond.
Feinmel succeeds Anthony McDowell, who had served in the deputy manager position since 2018 and was recently named executive director of the Virginia Opioid Abatement Authority. Feinmel has a degree from UR’s T.C. Williams School of Law and a bachelor’s in political science from JMU.
Richmond Connects survey closes Thursday
City residents are encouraged to take the Richmond Connects survey before it closes Sept. 1. The survey is part of a process to develop a transportation plan that works for all Richmonders. In this first phase of community engagement, survey respondents can share input on what needs to be improved where they walk, bike or take the bus.

Hanover land-use taxation program’s open enrollment period to kick off
Enrollment opens Sept. 1 for Hanover County’s land-use taxation program, which allows property owners to have their eligible land assessed below market value and pay lower taxes on the property.
Property that has maintained an agricultural or horticultural use for a minimum of five years can qualify for the program, according to a county news release.
Properties have to be at least 5 acres large. Land that’s zoned Rural Conservation (RC) can also qualify, according to the release. The application period runs Sept. 1 to Nov. 1.

Sandston Library undergoing renovations
Starting Sept. 12, Henrico’s Sandston Branch Library will be closed for renovations.
The county is installing modern A-frame shelving that will enable face-out displays to highlight book cover art and transform the browsing and wayfinding experience at the library. In meeting spaces and common areas, visitors will find new A/V equipment, carpet and paint. Outside, new plantings will be added to the landscape.
The library will be closed through November to complete the $327,000 project. Visitors are encouraged to use the Varina or Fairfield libraries as alternatives. The Mobile Library Service also will visit the Sandston library parking lot weekly on Fridays from 10 a.m.-2 p.m. Book return drop boxes will remain open outside the library during the closure.
