Industrial buildings near ‘Project Rocky’ site on Goochland planning agenda

Public hearing items include Crescent Communities’ plan to develop a pair of industrial buildings totaling 350,000 square feet of space at 2212 Ashland Road, just east of the Rockville Commerce Industrial Park and near the Project Rocky site, where Panattoni Development Co. is planning a massive e-commerce fulfillment or distribution center.

Chesterfield supervisors wind down Stonebridge development authority

The Chippenham Place Community Development Authority (CDA), which was created in 2008 to support the creation of the Stonebridge mixed-use center, has been dissolved.

The Chesterfield Board of Supervisors voted last week to wind down the authority, according to a county news release.

The CDA was established as a backstop for the tax increment financing (TIF) structure tied to the project that redeveloped the old Cloverleaf Mall.

Though it didn’t end up happening, the CDA would have levied a special assessment on property owners within the authority’s boundary to cover any deficit in the incremental taxes created by the development project needed to cover debt service. County staff have determined the authority won’t be needed in the future.

There is still $8.8 million in outstanding debt from the Stonebridge project, and tax revenue created by the project is sufficient to cover the debt, according to the county.

Hanover board approves rezoning tied to proposed car dealership

The Hanover Board of Supervisors last week approved a rezoning request by Atlanta-based EH Automotive Group to build a new Kia dealership at 6395 Mechanicsville Turnpike. The Mechanicsville property had been eyed several years ago for a Lidl grocery store that was never built. It would be the EH’s first location in the region and would offer repair and maintenance services in addition to auto sales.

City Council OK’s apartment building next to Legend, Public Safety Building demo

At its meeting last week, Richmond City Council approved a special-use permit request for Avery Hall Investments’ plan for a 17-story, twin-tower apartment building totaling 553 units with off-street parking at 301 W. Sixth St. in Manchester. The 3-acre site is just north of Legend Brewing Co.

Council also adopted legislation to allow VCU Health to access and demolish the Public Safety Building site at 500 N. 10th St. The health system had committed to completing the demo as part of its agreement to back out of a $325 million development that had been planned for the site.
