Chesterfield Planning Commission to consider 125-acre solar farm
On the docket for Tuesday’s Planning Commission meeting is a zoning proposal tied to a solar farm project near Ettrick.
RWE Clean Energy wants to build an 8-megawatt solar farm on a 125-acre site at 19860 Woodpecker Road. The project site consists of some or all of six parcels. The applicant is seeking a conditional use permit to allow the project on land zoned agricultural.
If approved, the facility would produce and sell electricity to Dominion Energy. The facility would be expected to operate for a 25-year period, with an option to lengthen the operational lifespan to 40 years, per a staff report.
Staff recommends denial of the project because the site is deemed better suited for residential development per Chesterfield’s comprehensive plan.
The Chesterfield Board of Supervisors will make a final decision on the project at a future meeting which would follow the Planning Commission’s review this week.

Two income-restricted apartment projects in Southside up for city grants
Grant agreements for two income-restricted apartment developments are on the agenda for Richmond City Council’s Finance and Economic Development Standing Committee on Thursday.
The agreements with the city and Richmond Economic Development Authority are with The 95 Apts LLC, an entity tied to Dodson Development Group, which is planning a 150-unit development at 506 Maury St.; and with Swansboro Place LLC, an entity tied to Canterbury Development Group, which is planning a 90-unit development at 2008 Hull St.

Business includes Capital Square’s plan for a six-story mixed-use building with 220 apartments and 100 hotel rooms at 1600 Roseneath Road. Capital Square has bought the 2.2-acre site in the spring for, was formerly home to longtime diner The Dairy Bar.
Also on the agenda is the Virginia League of Planned Parenthood’s plan for a $6 million, 10,000-square-foot health center at the former Brook Hill School site at 4929 Chamberlayne Ave.
