Willow Lawn building height increase approved, proposed Sheetz deferred

At their meeting last week, Henrico supervisors approved a plan from Aurelie Capital to increase the height and density of an apartment building approved at 4911 Augusta Ave. beside Willow Lawn. The change would increase the building height from six to eight stories and the unit count from 160 to 188.

The board deferred to its Feb. 1, 2025 meeting rezoning and provisional-use permit requests from Pandev LLC for a Sheetz convenience store and gas station on 2.6 acres on the north side of West Broad Street east of Pine Grove Drive. The requests were endorsed by the Planning Commission but were opposed by planning staff due to impacts expected to neighboring residential properties.

Work starts on $5M Striker Field improvements with Henrico grant support

The Richmond Strikers soccer club kicked off site work for $5.5 million in improvements to Striker Park, including a new office building, storage space and locker, training and meeting rooms, as well as two outdoor futsal courts and an additional 55-space parking lot.

Construction is expected to be complete in fall 2025, according to Henrico County.

Henrico is supporting the improvements through a $1.75 million sports tourism grant paid in installments over five years. The project is expected to further enhance the annual Jefferson Cup soccer tournament, which attracted more than 1,800 teams from 36 states in 2024, the county said.

Established in 1975, the nonprofit club now serves 4,500 players in its travel and recreation programs for soccer and other sports. More information about the project is available on the club’s website.

BPOL tax exemption increase on City Council agenda

Richmond City Council meets in regular session Monday at 6 p.m.

On the agenda is a proposal deferred from previous meetings to increase the exemption threshold for the city’s Business, Professional and Occupational License (BPOL) tax from $250,000 to $500,000. The BPOL exemption was last increased from $100,000 in 2022.

The increase was proposed by Councilmember Andreas Addison and is co-patroned by Stephanie Lynch, Ann-Frances Lambert and Ellen Robertson.

Goochland board approves West Creek rezoning despite ‘landlocking’ claims

The Goochland Board of Supervisors approved the rezoning of a 7-acre piece of West Creek over the objections of neighboring landowners.

The board voted last week to allow Mosaic at West Creek developer HHHunt to add three townhomes to the 500-home subdivision. In doing so, the board memorialized a provision to prevent construction of a road that adjacent landowners called key to future development of their property.

The Haddock, Stern and Arenstein families collectively own 1,000 acres on the western boundary of West Creek, and called the rezoning request an attempt to landlock their holdings that was guided by West Creek developer Pruitt Associates.

The supervisors voted 4-1 to approve the zoning request, with Neil Spoonhower casting the nay vote.
