Robert G. Jones has joined Franklin Federal Savings Bank as a senior VP and director of internal audit. Jones has previously worked for SunTrust Banks and its predecessor organizations, Crestar Financial Corporation and United Virginia Bankshares, Inc.
Melissa M. Fergel has been promoted to senior vice president and controller at Franklin Federal Savings Bank.

Jovan M. Hackley has joined the Richmond Association of Realtors as director of education and member outreach. He was previously with the Virginia Association of Realtors. He went to VCU and has a master’s in journalism from Ohio University.

Richard D. Fairbank, chairman and chief executive of Capital One Financial Corp., has been reappointed to a second term as the Fifth Federal Reserve District’s representative on the Federal Advisory Council. The new term begins Jan. 1.
Insurance
Patrick B. Kelleher has been promoted at Genworth Financial from senior VP and CFO to CEO, retirement and protection, which is an executive vice president position. Kelleher, 52, joined Genworth in 2007. He had previously worked at Sun Life Assurance Company and Manulife Financial. He went to Franklin & Marshall College. Kelleher will succeed Pamela S. Schutz, who previously announced her plans to retire from Genworth in February 2011.
Kevin Walker has been named senior vice president and chief financial officer, retirement and protection, at Genworth. Walker, 48, was previously at Allianz SE. Walker graduated from Colorado State University. Walker assumes his role in December.

Gibson Worsham joined SudioAmmons as an historic architect. Worsham was previously the director of historic architecture at 3north. Gibson’s current projects include the Robert Russa Moton Museum in Farmville, Va., and the historic Dunbar High School restoration in Bessemer, Ala.

Brian Foote has joined TCSC’s SharePoint Consulting practice as a consultant. Foote was previously at Affiliated Computer Systems.
