Essex Bank promoted William O’Connor to executive vice president. O’Connor has more than 32 years of commercial banking experience and joined Essex in 2010 as a commercial lender. He became a senior vice president in 2012. O’Connor is in charge of all commercial and industrial lending.

The Towers Retirement and Assisted Living Community appointed Kim Fauerbach as program director for the Grove, a new neighborhood within the Towers that provides care for people with Alzheimer’s disease and other memory impairments. Fauerbach had been community relations manager at Meadow Glen of Richmond. She received an MBA from the University of Phoenix and a bachelor’s of science in recreation, parks and leisure facilities management from Pennsylvania State University.
William Decatur

William R. Decatur has been named vice president for finance and administration at Virginia Commonwealth University, where he will oversee the major operational units in the division effective Sept. 16. Decatur is currently the executive vice president for finance and administration, chief financial officer, and treasurer at the Rhode Island School of Design.
Virginia529 College Savings Plan (Virginia529) announced the following board appointments:
William S. Jasien of Clifton joins the board for a four-year term. Jasien is president and chief executive of StoneHedge Global Partners, a financial services firm. Gov. Bob McDonnell appointed Jasien to replace Mark Steppel of Reston, whose four-year term expired June 30.
Vincent Carpenter, founder of Chesapeake Financial Services, was reappointed to a second full term by the Senate Rules Committee. Carpenter, a resident of Chesapeake, serves as vice chairman of the board.
R. Fern Spencer of Midlothian and John Whitlock of Richmond were reappointed by Virginia House of Delegates Speaker William Howell. Spencer is the chief financial officer of the Virginia Museum of Fine Arts. She was originally appointed to the Virginia529 board May 20, 2010. Whitlock is the chairman of audiovisual and videoconferencing services firm Whitlock. His initial term began July 1, 2009. Both were reappointed through June 30, 2017.

Colleen M. Quinn has been installed as president of the Metropolitan Richmond Women’s Bar Association (MRWBA). Quinn is a principal at Locke Partin DeBoer & Quinn, where she directs the firm’s Women’s Injury Law Center and the Adoption & Surrogacy Law Center. Quinn is a graduate of William and Mary and the University of Virginia School Of Law.

Dodson Properties hired Justin Paley. Paley will be the director of Dodson’s commercial division. He will manage all aspects of commercial leasing, sales and property management. He was formerly employed by ADP.
Jeffrey Gregor joined Capital Square Realty Advisors as general counsel and executive vice president. Gregor previously was EVP and general counsel of Daymark Realty Advisors and was a senior associate at Hirschler Fleischer. He received his law degree from the University of Richmond and his bachelor’s from St. Mary’s College of Maryland.

Taylor Richardson was hired by Ellwood Thompson’s as its new marketing and catering coordinator. She graduated from Hollins University in Roanoke and previously worked at Xenith Bank as a customer service representative.
