The half-acre site just west of Cowardin Avenue is one of five sites that the city declared surplus and made available for development of low-income housing through the Maggie Walker Community Land Trust.
The project from local developer Dorado Capital would fill 30 acres on the north side of Nine Mile Road behind a new Henrico County fire station that’s under construction.
Described as the county’s birthplace, the former plantation straddles Interstate 295 on the north end of the Varina-Enon Bridge and once served as Henrico’s seat of government.
“With the media attention and the number of people who have reached out to us, it’s become more apparent that there are specific, common issues between a lot of these business owners that we could address legislatively,” City Council President Kristen Nye said.
“We’re typically fairly modest about these sorts of things, but we really just flat-out nailed it on our space,” founder Jay Hugo said of 3North’s renovation of the former Boy Scouts of America building on Fitzhugh Avenue.
The campus master plan provides a picture of planned improvements through 2032, including new student housing, a performing arts center and a sports arena.
