$2,000 for hit man too low

leonAccording to documents in Williamsburg-James City County General District Court, Richmonder Caren Brown was arrested Friday by Virginia State Police, who said she paid $2,000 to an undercover policeman to kill a couple in Warrenton. You can read he entire story here.

Three questions:

A) Why are bumbling criminals always paying undercover cops to carry out their crimes?
B) How do cops prepare for this role? How do they keep a straight face, or at least hide their shock when a woman proposes the deal. Do they negotiate for a higher rate?
C) And why such a low figure? Two grand seems low for having people killed. Lot of risk.
