I am “always” “confused” by this as well. It’s as though people are “using” quotes for emphasis instead of the more appropriate bold, italics, or “ALL CAPS.”

I had a friend in college who made “us” all laugh deep belly laughs by demonstrating her caricature of people who use “air quotes” too frequently and with much physical emphasis.
