The planning commission meets Tuesday with public hearings beginning at 6 p.m. Business on the agenda includes Traditions of America’s proposal to develop a 250-home 55-and-up community on 104 acres at 10600 Hollyberry Drive.

The commission will also consider a code amendment requiring that survey and layout plans be submitted with applications for rezoning, conditional use and conditional-use planned development approval, among other requirements. The full agenda can be viewed here.

Hanover
The planning commission voted last week to recommend denial of The Lake District at Glen Allen, the 323-acre mixed-use development proposed by Boyd Homes that previously went before the commission in August. Commission members favored keeping the site available for commercial development. The case now goes to supervisors, whose next regular meeting is Dec. 12.

Hanover’s first roundabout was installed at the intersection of Studley and Rural Point roads, near Rural Point Elementary School. The single-lane roundabout was part of a $2.5 million project that included curb and gutter improvements, drainage improvements, landscaping and additional signage. The six-month project was completed by J.L. Kent and Sons, a Spotsylvania-based contractor.

Henrico
The health districts for the City of Richmond and Henrico County are now under the unified leadership of Danny Avula, who the Virginia Department of Health recently appointed into a dual health director role to promote regional public-health collaboration.

The two health districts will continue to maintain separate staffs and operations. Avula joined the Richmond City Health District as deputy director in 2009 and became director in 2016. He began serving in an additional capacity as acting health director for Henrico in 2017.

Richmond
The planning commission meets today (Monday) at 1:30 p.m. Business on the agenda includes a community plan amendment to allow 59 townhomes to be developed on 5.6 acres at 9230 Forest Hill Ave., located behind Stony Point Shopping Center.

Business on the consent agenda includes final review approval of a replacement of an existing access bridge that would connect properties planned for Fountainhead Properties and WVS Cos.’ dual towers development at 111 Hull St. in Manchester.

Also on the consent agenda are final review approvals for a new middle school at 6300 Hull St. and a new elementary school at 1745 Catalina Drive. Consent agendas are typically approved without discussion unless a board member elects to pull an item for discussion.

Reginald Gordon was appointed deputy chief administrative officer for human services, the position in which he has served in an interim capacity since August while also serving as director of the office of community wealth building. He will permanently assume the deputy CAO position Nov. 26.

Police Chief Alfred Durham announced he will retire effective Dec. 31 after more than 31 years in law enforcement and nearly four years with Richmond. The city will conduct a national search for a new chief, with an interim chief appointed in coming weeks.
