Better Housing Coalition proposing two developments in Chesterfield

 The Chesterfield County Planning Commission meets Tuesday. Full agenda here. Among other business, planners will weigh whether to recommend two separate applications for new residential developments in the county.

Better Housing Coalition has filed rezoning and conditional-use permit requests to pave the way for a 152-unit development on a 9.8-acre parcel at 13916 Jefferson Davis Highway. The development would include 16 townhome units and 136 apartments, as well as a 3,000-square-foot community center.

The housing nonprofit also has filed a rezoning and conditional-use permit application tied to a proposed three-story, 49-unit residential building on 3.5 acres at 3901 Stigall Drive.

Public hearings will precede consideration of both proposals. Both projects will be considered by the Board of Supervisors for final approval at a later date.

Chesterfield supervisors to consider changes to Route 1 design district

The board is scheduled to consider adoption of an amendment to the Route 1 Residential Overlay and Northern Jefferson Davis Highway Design District Development Standards. The amendment would clear the way for multifamily units to be located up to 800 feet from Jefferson Davis Highway as part of developments along the frontage of the road north of Osborne Road.

Among other changes, the proposed amendment would also reduce required balconies from half of units to no less than 30 percent of units when other common space is present. A public hearing will be held prior to the vote.

Richmond 300 vote, Jahnke Road rezonings on City Council agenda

The Richmond City Council meets Monday at 6 p.m. The full agenda can be found here.

Business on the regular agenda includes a potential final vote to adopt Richmond 300, an update to the city’s master plan. A public hearing will be held prior to the vote, which would repeal the city’s 2000 master plan but preserve amendments including the Riverfront Plan, the VUU/Chamberlayne Neighborhood Plan, the Pulse Corridor Plan, the Riverfront Plan, the Public Art Master Plan and the James River Park Systems Master Plan.

Business on the consent agenda includes a request from Jahnke Road Properties LLC to rezone about 4 acres on the north side of Jahnke Road near Chippenham Hospital to allow for a greater mix of residential and office uses. The request has received three letters of opposition from area residents.

Museum events request goes to City Council for vote

Other business on the council’s agenda Monday includes a request from Branch House Associates LLC to amend the museum’s special-use permit to increase allowable event sizes from 150 to 300 people, as well as to allow a dwelling unit for an artist-in-residence and retail space. The request was continued at the council’s November meeting.

The Planning Commission supported the request with conditions including that no more than 25 events annually shall be wedding receptions, and that satellite parking will be made available for events exceeding 75 attendees, among other requirements.
