Innsbrook infill proposals from Lingerfelt, Highwoods on planning agenda
The Henrico County Planning Commission meets at 7 p.m. Thursday to consider rezoning and provisional-use permit requests.
Items on the agenda include Lingerfelt Development’s proposal to add nearly 1,400 apartments and structured parking across five office building properties it owns in Innsbrook.
Planning staff is recommending deferral to address issues related to mixture of uses, visual impact, pedestrian/bike infrastructure, amenities, buffers/landscaping, and impacts on public infrastructure and services.
Also on the agenda is a previously deferred vote on Highwoods Properties’ proposed mixed-use development on about 34 acres at Innsbrook’s northern entrance at Nuckols Road and Interstate 295. Commissioners voiced concerns about transportation and traffic impacts of the development, which would fill the site with a mix of retail, office, multifamily residential and potentially a hotel.

Taylor Farm Park plan, Sauer industrial proffers on Henrico agenda
Henrico supervisors meet in regular session at 7 p.m. Tuesday. Business on the agenda includes Sauer Properties’ request to amend proffers for the industrial distribution development it’s planning on hundreds of acres south of Richmond International Airport. The proffers relate to setbacks, access, loading areas and traffic signalization.
The board will vote on a master development plan for Taylor Farm Park, a nearly 100-acre county park planned off the south side of East Williamsburg Road west of Whiteside Road in the Varina District. The park is planned to include trail systems, playgrounds, open areas, an interpretive area, a memorial garden, a skate park, a splash pad, a bike pump track, an off-road bike trail, shelters, restrooms and parking facilities.
The board plans to defer to its Sept. 14 meeting a vote on Godsey Properties’ reworked proposal to develop Glenwood Golf Course with two residential subdivisions totaling 290 homes. The proposal, reduced from 320 homes, was recommended for approval by the Planning Commission in July.
Goochland County names three administrative hires
Manuel Alvarez
Goochland County named an interim county administrator, assistant community development director and finance director last week.
The Board of Supervisors voted to appoint Manuel “Manny” Alvarez Jr. to the interim county administrator post. Alvarez comes out of retirement to take up the position, the county said in a news release. A former county supervisor from 2012 to 2020, he held executive roles at Altria for more than 30 years.
Raymond Cash
Alvarez begins as interim administrator Monday, Aug. 9. Kenneth Young previously served as administrator until he resigned in July.
Raymond Cash Jr. has made the jump from Chesterfield to Goochland, where he started as Goochland’s assistant director of community development on Aug. 1. He will help oversee planning and zoning. Cash was previously Chesterfield’s zoning administrator, a role he held for seven years.
Mary Anna Twisdale
Mary Anna Twisdale was named Goochland’s new finance director. She was previously the business manager for the Chesapeake Health District of the state health department. She has also held leadership roles in the finance departments of Virginia Beach, Charlottesville and other Virginia localities. She assumed her new role Aug. 1.
New Kent accepting applications for railroad crossing funding
New Kent County is accepting applications for a grant-and-loan program designed to help businesses shoulder the costs of railroad crossing signs and pavement markings.
The New Kent County Railway Crossing Assistance Grant and Loan program will award approved applicants up to $10,000 in grant funding and up to $10,000 in loan funding. Applications will be accepted through 2 p.m. Aug. 13.
The program is open to local and regional businesses and nonprofits that have been in operation since June 1, 2019. See here for more information.
