Rogers-Chenault seeks rezoning for 176-lot subdivision in Hanover

The Hanover County Planning Commission is slated to consider a rezoning tied to a proposed housing subdivision at its meeting Thursday. Full agenda here.

Rogers-Chenault wants to be able to build 176 detached single-family homes on a 161-acre site near Winns Church Road’s intersection with Greenwood Road. The site is near the county’s border with the Glen Allen area of Henrico.

The Planning Commission had recommended denial of the project in the spring. The developer has returned with a less-dense version of the proposal with new proffers and a new conceptual plan based on feedback from residents and county officials, according to a staff report.

Staff recommends approval of the updated conceptual plan and approval of the preliminary plat.

The land is currently zoned agricultural and would be rezoned single-family residential district with conditions. After the Planning Commission’s review, the Board of Supervisors would vote on whether to provide final approval at a future meeting.

Goochland to hold meeting on proposed zoning ordinance for solar facilities

Goochland County staff has scheduled a community meeting Thursday to discuss proposed solar policies.

Staff is expected to provide a presentation on the proposed solar-related amendment to the zoning ordinance and related policies regarding solar facilities in the county, according to a news release. The meeting would also gather input from residents.

The meeting is scheduled for 6 p.m. Thursday at Central High School, 2748 Dogtown Road. The draft solar zoning ordinance can be found here, and the draft solar policy can be found here.

Proposed rental inspection districts on City Council agenda

The Richmond City Council meets in regular session Monday at 6 p.m. The full agenda can be found here.

On the consent agenda are multiple agreements with the Virginia Department of Transportation for multimodal improvement projects in the city, including several Smart Scale funding projects. The Smart Scale projects include a paved shared-use path extending from the Science Museum Bus Rapid Transit Station to the Scott’s Addition neighborhood, a bridge tie-in connection to the Diamond District development site, and a connection for Northside access to BRT facilities.

On the regular agenda is a request to develop a rental inspection program that would establish one or more rental inspection districts, which require inspection of rental dwellings within the district as authorized under state law. The program would provide for periodic inspections of rental dwellings to target areas that have exhibited the highest number of formal complaints or code violations.

To be deferred to the council’s April 10 meeting is developer Louis Salomonsky’s plan for a 70-unit addition and renovation to the Bacon Retirement Community at 815 N. 35th St. The addition would bring Bacon’s total unit count to 129 income-based apartments.

On the agenda is Pemberton Investments LLC’s rezoning request tied to a 28-home development at John Rolfe Parkway and Pump Road, as well as a Markel | Eagle proposal for an 80-home subdivision on a 46-acre site southwest of Pouncey Tract Road and Wyndham West Drive. The request was deferred at the board’s Nov. 9 meeting.

Also on the agenda is a $20 million contract award to Loughridge & Co. for construction of Taylor Farm Park, a nearly 100-acre county park planned off the south side of East Williamsburg Road west of Whiteside Road in the Varina District. The park is planned to include trail systems, playgrounds, open areas, an interpretive area, a memorial garden, a skate park, a splash pad, a bike pump track, an off-road bike trail, shelters, restrooms and parking facilities.

Ukrop’s mixed-use project, Sauer VCC rezoning advance

At its meeting last week, the Henrico County Planning Commission supported a permit request for a mixed-use infill and partial redevelopment of the nearly 20-acre office complex at 2000 Westmoreland St., where the Ukrop’s Homestyle Foods bakery and catering businesses are based. The multiphased project could ultimately consist of 1,000 multifamily residential units, along with a mix of retail, restaurant, office and hotel uses.

The commission also recommended approval of Sauer Properties’ plan for a development with industrial, office and retail uses and 780 residential units on 93 acres along Jeb Stuart Parkway south of Virginia Center Commons.

Both cases now go to the Board of Supervisors for a deciding vote next month.
