Budget workshop, Diamond District update on City Council agendas

Richmond City Council meets Monday starting with a budget workshop at 12:30 p.m., followed by an informal session at 4 p.m. and regular meeting at 6 p.m. Full agendas can be found here.

The consent agenda for the regular meeting includes a special-use request from owner Brandon Pearson to allow The Jungle Room nightclub behind Sabai restaurant at 2727 W. Broad St. to extend live music and dancing Fridays and Saturdays until 2 a.m.

Administrators also plan to update council on the Diamond District project during the informal session, with related ordinances to be introduced in the regular meeting.

Construction underway on new housing at transforming Creighton Court

Officials with the Richmond Redevelopment and Housing Authority and co-developer The Community Builders held a ceremony last week marking the start of the first phase of construction in the replacement of Creighton Court’s 504 units with about 700 mixed-income homes.

Vertical construction started in December on the 68 units in the first phase, and followed the closing of a construction loan from Bank of America, which also is the project’s low-income housing tax credit (LIHTC) investor.

The construction cost for the first phase is about $17 million, to be covered by the loan and the 4 percent LIHTC provided by Virginia Housing. The first 68 units are slated for completion next March, while a second phase of 72 units is scheduled to start by this fall and finish late next year.

The entire redevelopment is projected to total $300 million and take up to eight years to complete, Powell said, with a third phase of construction to start in 2026 and finish the following year.

Varina industrial project, Wyndham-area subdivision on Henrico agenda

Business includes rezoning requests from Lingerfelt and VOZ724 Park City LLC for office and industrial development on multiple parcels between Williamsburg Road and Charles City Road in Varina. The requests are tied to plans for five new buildings that Lingerfelt is working on with the owners of D1 Moving & Storage and its commercial division, RCS Moving & Storage.

Also on the agenda is a previously deferred rezoning request for Markel | Eagle’s rezoning proposal for an 80-home subdivision on a 46-acre site southwest of Pouncey Tract Road and Wyndham West Drive.

600-acre data centers project, Costco expansion on Henrico planning agenda

The Henrico Planning Commission meets Thursday at 7 p.m. Full agenda here.

Business includes a previously deferred request to rezone 622 acres southeast of the Interstate 64-295 interchange in Varina for an industrial development including advanced manufacturing and data centers. The request stems from an earlier proposal from Atlantic Crossing LLC, a group that includes Texas-based Hillwood Development.

Also on the agenda is Costco’s plan to expand the footprint of its warehouse store at 9650 W. Broad St. and relocate its gas station to the neighboring plot at 9700-9750 W. Broad St.

Chesterfield releases latest draft of zoning ordinance update

Chesterfield’s draft zoning ordinance is proposed to feature new and consolidated zoning districts and would also do away with the county’s conditional-use zoning tool.

County officials recently released the second and latest draft of a proposed new zoning ordinance several years into the review and update process. The effort known as the Zoning Ordinance Modernization Project (ZOMod) is designed to create a more modern and user-friendly zoning ordinance, which dates back decades.

New land-use designations include residential districts for rural, large-lot homes and a dedicated mixed-use category. Also proposed is the removal from the ordinance of the CUPD (conditional-use plan of development) process, a zoning tool that essentially creates a customized land-use district

The second draft was unveiled in March, and county planners expect to create at least one more draft as part of the project. Final adoption is expected next year. The Board of Supervisors will need to sign off on the zoning ordinance update with a final vote and public hearing expected in June or July 2025.

Goochland hires former Lousia development director as deputy administrator

Goochland County has named Josh Gillespie as its new deputy county administrator. His first day is expected to be April 29.

Gillespie was most recently director of community development in Louisa and has more than 20 years of experience in planning, according to a Goochland news release.

In his new position in Goochland, Gillespie will oversee planning, permitting and utilities and also manage county-wide special projects.

Gillespie is a Goochland resident and is currently on the county’s design review committee. Before Lousia, Gillespie’s career had also taken him to positions with Chesterfield and Orange counties. He has a bachelor’s degree from Furman University.
