Dunkin’ franchisee planning new spot at former Jiffy Lube on Quioccasin

A plan for a new Dunkin’ in western Henrico could bring drive-thru traffic back to a dormant oil change spot near Regency.

Local Dunkin’ franchisee Lou Cabral is looking to convert the former Jiffy Lube at 9215 Quioccasin Road into a location for the coffee and donut brand.

The existing 1,800-square-foot garage, which has been vacant for a few years, would be repurposed and expanded to a 3,000-square-foot restaurant with a drive-thru, indoor and outdoor seating and 34 parking spaces.

Cabral also is seeking approval from the county for a potential second building that would be built to the east of the restaurant. The 4,000-square-foot spec building would be used for office or commercial use, according to a county staff report.

Cabral’s DRC Properties purchased the property last August for $1.32 million from Realty Income Corp., which had owned it since 2002. The 1.8-acre property was assessed by the county last year at $1.19 million.

The location would be the latest Dunkin’ for Cabral, who along with his wife Julie is a franchisee of several of the brand’s area stores. Among them in Henrico is the Dunkin’ at Hungary and Woodman Roads, where Cabral secured zoning approval from the county in 2018.

Attempts to reach Cabral for comment on the Quioccasin project were unsuccessful Wednesday.

According to the county, the Jiffy Lube and existing parking were built in 2004, following a larger rezoning that included adjacent parcels to the south and east that were never developed. The Dunkin’ and new building would both be located on the parcel at 9215 Quioccasin, which is just east of Pemberton Road.

The expanded building for the restaurant would include a 500-square-foot outdoor seating area on the Quioccasin side. A site plan shows a drive-thru lane would wrap around the building.

Plans submitted to the county do not include elevation renderings of the Dunkin’ or spec building. County planning staff state in their report that while the uses would be consistent with Henrico’s comprehensive plan, more information about the buildings’ appearance, landscaping and other details would strengthen Cabral’s rezoning request.

The Henrico Planning Commission is scheduled to consider the request at its meeting today (Thursday). Engineering firm Koontz Bryant Johnson Williams is handling the request for Cabral.

A public hearing will precede the commission’s vote to recommend approval or denial to county supervisors, which would make a final decision at a future meeting.

Also on the commission’s agenda is a request from local homebuilder Kittrell Co. to allow an 18-home subdivision beside Belmont Golf Course. The development would fill about 8 acres across Hilliard Road from the Belmont Recreation Center.
