Regency mall apartments financing on Henrico agenda

Henrico supervisors meet Tuesday at 7 p.m. Full agenda here.

Business includes resolutions related to VHDA financing of a proposed 320-unit apartment complex at the western end of Regency mall facing Starling Drive. The financing would require the applicant to lease at least 20 percent of the units to persons earning 80 percent or less of the area median income.

The resolutions relate to a project proposed for the mall’s now-shuttered Sears department store space. Last month, developers The Rebkee Co. and Thalhimer Realty Partners filed plans for construction of a five-story, 270-unit apartment structure on that site. TRP’s Mark Slusher said the unit number has since been increased to 320.

Henrico to buy arena portion of VCC mall site for $8.3M

Henrico supervisors will consider an interim agreement with Rebkee for the acquisition of approximately 24.5 acres at Virginia Center Commons for construction of a new sports and convocation center. The agreement, under The Public-Private Education Facilities and Infrastructure Act of 2002, would detail Rebkee’s proposal to convey the property to the county for $8.3 million.

Hearing scheduled on proposed Henrico land bank

Public hearing items at Tuesday’s meeting include an ordinance to designate Maggie Walker Community Land Trust as the county’s land bank entity. The ordinance was introduced at the board’s Oct. 22 meeting. The nonprofit already operates a land bank in the city for receiving properties in bulk and holding onto them until they are transferred to nonprofit developers.

Navy Hill advisory board adds meeting, schedules hearings

Richmond City Council’s Navy Hill advisory commission added a date to its meeting schedule and set four public hearing dates.

The new meeting is scheduled Wednesday, Dec. 4, from 6:30-9:30 p.m. in council chambers at City Hall. Remaining Saturday meetings are scheduled Dec. 7 and 14 at council chambers (changed from the Dec. 14 meeting’s originally announced location). Both Saturday meetings are 9 a.m.-noon.

The 6 p.m. hearings are scheduled Dec. 16 at Martin Luther King Jr. Middle School, 1000 Mosby St., Richmond; Dec. 17 at Carver Elementary School, 1110 W. Leigh St.; Dec. 18 at Hickory Hill Community Center, 3000 E. Belt Blvd.; and Dec. 19 at Southside Community Services Center, 4100 Hull Street Road.

Airport commission meets Tuesday

The Capital Region Airport Commission meets Tuesday at 8 a.m. for its last regular meeting of the year. Business on the agenda includes a resolution authorizing airport CEO Perry Miller to act on the commission’s behalf on any matters affecting commission business until its next meeting Jan. 28. Any actions taken would be subject to ratification and approval at that meeting.

The commission meets in the first-floor conference room at Richmond International Airport.

Financial audit, bond approval on Goochland agenda

Goochland supervisors meet Tuesday at 3 p.m. The agenda for the special meeting includes a presentation from auditing firm PBMares of the county’s financial report for fiscal year 2019, general fund projections for the first quarter of FY2020, and authorizing the issuance of Tuckahoe Creek Service District Water and Sewer System Revenue Refunding Bonds and accompanying transactions.
