Business on the consent agenda includes a special-use request from Lewis Little’s Siwel Renovations for a three-story, eight-unit apartment building on a vacant lot at 2818 Monument Ave.
On the regular agenda are rezoning and special-use requests to allow a six-story mixed-use building at 2500-2536 N. Lombardy St. An entity tied to Fairfax-based development firm Sugar Mill Construction is behind the project.
Richmond revises regs for Airbnbs, accessory dwelling units
At its meeting last week, Richmond City Council approved revisions to regulations for short-term home rentals and accessory dwelling units. The revisions include amendments aimed at preventing a clustering of short-term rentals (STRs) and putting the burden of proving the rules’ primary residency requirement on STR operators instead of city staff.
Council approved a resolution to put $26 million in anticipated revenue from the proposed Richmond Grand casino and resort into a new Child Care and Education Trust Fund, should voters approve the project in a referendum in November.
It continued to Nov. 13 request to amend the Stratford Hills Community Unit Plan. The amendment would increase the plan area by 2.85 acres to 67.4 acres to accommodate Harper Associates’ plan to develop a Chipotle restaurant and 6,500-square-foot retail outparcel and up to 36 townhomes on the east side of the site.
Ashland EDA announces outdoor recreation and U.S. Route 1 enhancement grants
The Town of Ashland’s Economic Development Authority launched two incentive programs designed to attract new businesses, create jobs and support economic revitalization within town limits.
The Outdoor Recreation Incentive Grant provides up to $20,000 in funding to new businesses that are geared toward visitors venturing along the forthcoming Fall Line Trail, the existing Trans-America Bike Route and other outdoor recreational activities.
The U.S. Route 1 Enhancement Grant Program provides assistance to businesses along the Washington Highway corridor for revitalization efforts that improve the visual appearance and appeal of their property.

Centerville Small Area Plan report to be shared during Oct. 4 hearing
Goochland County will hold a public hearing Oct. 4 at 6 p.m. to present a report and proposed amendments to the Centerville Small Area Plan. The hearing will be held in the boardroom of the Goochland County Administration Building at 1800 Sandy Hook Road.
Goochland supervisors deferred consideration of the plan during their Aug. 7 meeting, in response to citizens who felt additional time and engagement was needed. The board directed staff to prepare an avenue for additional public input, and an online public amendment proposal period was held Aug. 11- Sept. 15. A total of 632 amendment proposals and 225 forms were received online.
A hearing announcement from the count states: “The Centerville Small Area Plan encountered difficulty garnering support from the beginning. Given the widely divergent suggestions received in the most recent amendment proposal period, together with the public comments from earlier public hearings and meetings, it has become apparent to staff that there is no clear path forward.
“County staff appreciate the continued participation from the community in the Centerville Small Area Plan process,” the announcement states.
