Dalian Development has formally filed an appeal to try to reverse a Richmond Circuit Court ruling related to a lease dispute on a surface parking lot it owns at 3210 W. Marshall St. 

In an attempt to free up its Scott’s Addition real estate for redevelopment, a D.C.-based firm is questioning a Richmond judge’s ruling. 

The former Richmond Machinery & Equipment Co. site at 1701 Roseneath Road was previously eyed by locally based Blackwood Development in a deal that fell through.

The Innsbrook-based firm has set a new high bar of $5.2 million for per-acre land grabs in the sought-after neighborhood. It’s planning a building of up to 8 stories for the site.

The ruling allows developer Hem + Spire to keep its lease on the parking lot for potentially another 16 years, restricting Dalian Development’s plan to develop the entire block.

The property had previously been planned for a condo development but will now see the existing, vacant building be reused and expanded to make way for the restaurant.

A prime piece of West Broad Street real estate looks to be spoken for, as the shuttered bank branch and its 1-acre parcel is under contract.
