More to come at Moore’s Lake with $3M deal for site of latest phase

Another piece has fallen into place for a major residential project in Chester.

Last month, developers George Emerson and Phil Roper acquired 97 acres off Route 1 for the next phase of their Moore’s Lake development.

The two parcels, at 12001 and 12370 Route 1, sold for $3.2 million combined.

Located near Route 1’s intersection with West Hundred Road, the site is where Emerson and Roper are planning to build 500 apartments, 238 two-over-two condos, 62 single-family homes and 27 townhomes as part of their ongoing redevelopment of the former Moore’s Lake retreat site.

The land deal paves the way for the latest phase, which was given the thumbs-up from Chesterfield County’s Board of Supervisors in November.

“We’re going forward exactly as planned,” Emerson said. “We’re going to do the next phase of the apartments, two-over-twos, and single-family (houses). We want to start construction by Q4.”

Emerson and Roper closed on the land in late March, with Thalhimer’s David Smith working the deal. Poole & Poole Architects is the designer of Moore’s Lake. Emerson said they’ve yet to select a general contractor.

Once completed, Moore’s Lake will consist of 1,215 dwelling units. The developers have already completed an initial trio of apartment buildings totaling 385 units.

A pair of commercial buildings are being planned nearby at 12105 and 12121 Route 1, though Emerson and Roper aren’t behind those. Per a Thalhimer announcement, those sites are under contract.

Emerson and Roper have another project brewing in the city. The duo is under contract to buy about 2 acres of land owned by the YMCA of Greater Richmond in Monroe Ward. With the Y, Emerson and Roper are planning to redevelop the nonprofit’s main building and add six- and 11-story buildings on adjacent parking lots.

There’s a lot coming to Route One in the vicinity of Route 10. That’s going to be a very big development mode over the next five years. Lingerfelt is doing about 300 units near the community college, and BHC is kicking off its development where the former “Green Book” hotel was. Then there’ll be the redevelopment of the dilapidated campground just north of BHC’s property. Hopefully, the retail will recover from all these new residents.

The campground? That sounds interesting — I have seen the signs for the old campground but know nothing about it or plans for it.

I have driven into this one out of curiosity off Rt 1 and if it made sense to me economically to rent I would definitely consider living there and other places like it. That said, developments like this are a bit strange, esp if one is a bit left-wing — these places are like islands, which I bet is a big selling point — no one (except people like me) are just “passing through” — a plus. You need a car to live in such a place — a plus for many who don’t want to worry about crime —… Read more »

One thing that confused and disappointed me was that when I drove in there it didn’t seem like the lake was part of the development — I could’ve missed some trails to the lake I guess — is the lake part of the development currently?
