With contracts for land on both sides of the county line, a local developer is seeking approval for dozens of homes in Henrico near Wyndham while going back to the drawing board on a larger development beside it in Goochland.
Earlier this month, Markel | Eagle Partners withdrew its request to Goochland County for a rezoning to allow 101 age-restricted homes on 85 acres between Pouncey Tract Road and Quarry Hill Road.
The site is adjacent to the Henrico-based developer’s Parkside Village development, which was expanded last year to total 211 homes and likewise is restricted to owners 55 and up. It’s also across Quarry Hill Road from Vulcan Materials Co.’s Skippers Quarry.
While separate from Parkside Village, the Goochland development was planned to connect with an 80-home subdivision that Markel | Eagle is planning on an adjacent 47 acres across the border in Henrico. A rezoning request for that project remains in play and is scheduled to go before Henrico supervisors next month.
Markel | Eagle President Ricky Core said the Goochland proposal was pulled based on feedback from county planning staff.
He said the proposal is being reworked to include a mix of uses including commercial, to make it more in keeping with the county’s comprehensive plan, which recommends a combination of uses under its “flexible” land use designation there.
“We went back to the drawing board to plan a mixed-use community that includes both commercial up along Pouncey Tract and residential in the rear of the development,” Core said. “Based on staff feedback and working with Goochland County, we made that decision to replan the site.”
Core said the new plan remains in the works but would involve less residential density. He said the company is aiming to submit the new plan to the county in the next month or so.
Primarily active along the Henrico-Goochland line, Markel | Eagle has developed such projects as GreenGate, a multiuse development with commercial and residential sections along West Broad Street west of Short Pump. It’s also planning Avenlea, a massive 1,600-home development with a mixed-use commercial component on land west of Gayton Road along the north side of Interstate 64.
Other projects have included West Broad Village, the 55-and-up CrossRidge community in Glen Allen, and Readers Branch, a 308-home development in Goochland. Homebuilder Eagle Construction of VA is an affiliate of the company.
Core said Markel | Eagle has both the Goochland and Henrico development sites under contract. He said both properties had been under contract to another entity that is working with Markel | Eagle, which assumed those contracts.
The bulk of the land is owned by Quarry Hill Estate LC, an entity registered to J. Sid del Cardayre. The entity assumed ownership of the land in 1997 from previous owner Lucy del Cardayre, property records show. Most of the Goochland land is owned by a Bank of America trustee affiliated with Texas-based consulting firm Ryan LLC.
Two parcels that make up all but 10 acres of the Goochland site are assessed by the county at just under $5 million. The two parcels that make up the 47 acres in Henrico are assessed at $3.8 million.
While the Goochland site is adjacent to the Vulcan quarry, and near the industrial corridor along Ashland Road in Rockville that includes two more quarries and the site of the planned “Project Rocky” distribution center, Core said sales at Parkside Village have shown a demand for residential in that area.
“We’ve had a great experience with Parkside Village,” he said, adding that a final section of 31 new lots is actively under development there. “Parkside Village is great evidence of the residential demand in that submarket.”
Meanwhile, the Henrico site plans call for 80 detached homes with two-car garages. The homes, which would not be age-restricted, would be accessed via two entrances off Pouncey Tract south of its intersection with Wyndham West Drive, according to plans drawn up by Townes Site Engineering.
Regardless of what’s proposed across the border in Goochland, Core said the two developments would no longer share a road connection.
The Henrico rezoning request was deferred in July and August. Core said the deferrals were requested to allow time to secure needed sewer easements. County supervisors are scheduled to decide on the request at their meeting Sept. 13.

Bob Atack developed the priciest community in Henrico—Henley—adjacent to a quarry off of Pouncy Tract Road. It doesn’t seem to affect sales. Markel Eagle has it figured out.
They need to link both projects with one street inside to allow traffic to go between neighborhoods vs going on the main road. They also need sidewalks along it and the main street.
