Deferred from previous meetings is a request to rezone 622 acres southeast of the Interstate 64-295 interchange in Varina for an industrial development including advanced manufacturing and data centers.

Chesterfield supervisors to consider new phase of RounTrey project
The Chesterfield Board of Supervisors is expected to take up a zoning request to pave the way for further expansion of the RounTrey development.
Project developers Doug Sower and son Danny Sower are seeking zoning approval to allow construction of 102 single-family lots on a 51-acre site at 3101 Otterdale Road.
The Sowers have requested residential (R-12) zoning for the site. In addition to residential lots, the project would also include a trail network and outdoor common areas. Primary access to the site would be on Otterdale Road.
The project is referred to as Rountrey Phase 5 and comes as a new expansion of the RounTrey development near Brandermill and north of Swift Creek Reservoir, sections of which have already been completed.
The board in January voted to defer its consideration of the proposal to its upcoming meeting on Wednesday. The Planning Commission and staff recommend approval of the zoning request.
The agenda for the board’s meeting this week can be found here.
Agencies reaffirm Henrico bond rating
Henrico’s triple AAA bond ratings have been reaffirmed ahead of a sale of bonds to improve schools and other public facilities, according to a county release.
S&P Global Ratings, Moody’s Investors Service and Fitch Ratings confirmed their previous ratings for Henrico after reviewing its finances and visiting the county in February. Triple AAA bond ratings are the highest possible endorsement of a locality’s creditworthiness.
The county’s release said Henrico is positioned to earn the lowest available interest rate when it issues $121.4 million in general obligation bonds to finance a package of capital improvement projects. The sale is expected in mid-March.
The Board of Supervisors in January authorized the bond sale to support 10 projects. $86 million will be used for a new environmental education center at Wilton Farm and replacement schools for Jackson Davis and Longan elementary schools and Quioccasin Middle; and $13.3 million will be used for a new Fire Station 6 in Eastover Gardens.
$17.7 million will be used for an access road to serve the planned Three Chopt Area Park and Henrico Pet Adoption Center and general improvements to Tuckahoe Creek and Tuckahoe parks; $2.5 million for drainage improvements countywide; and $1.9 million for a widening of Richmond-Henrico Turnpike, which is underway.
Ashland Planning Commission to consider 131-unit mixed-use development
The Ashland Planning Commission is slated on Wednesday to consider a proposal to build a mixed-use development with 131 residential units on the east side of the town.
Developer Hank Wilton is seeking zoning approval to build Patriot Glenn, a project that would feature for-sale homes and commercial space on a 60-acre site where East Patrick Henry and Providence Church roads meet, just off Exit 92A on Interstate 95.
The development is planned to have a mix of single-family detached houses, cottage-style houses and townhomes.
Wilton is seeking Highway Commercial (B-2) zoning for the project’s commerical area. He has previously told BizSense the development would focus on attracting restaurant operators and retailers for the commercial area’s two pad sites.
Patriot Glenn would have two vehicular entrances on East Patrick Henry Road and two on Woodside Lane.
The project was deferred by the commission last month. The Planning Commission is expected at this week’s meeting to vote on whether to recommend Town Council provide final zoning approval for the project.
