780-home mixed-use development near Virginia Center Commons on Henrico planning agenda

The Henrico County Planning Commission meets Thursday at 7 p.m. Full agenda here.

Business includes Sauer Properties’ plan to develop 93 acres south of Virginia Center Commons with a mix of uses including industrial, office, retail and 780 residential units, including apartments and for-sale townhomes and condos. The land involves four parcels along Jeb Stuart Parkway on the west side of Interstate 95 and east of Brook Road.

Also on the agenda is a county-initiated request to conduct a study for a proposed trailhead facility for the planned Fall Line Trail. The proposed half-acre site consists of three parcels at the southeast corner of Cleveland Street and Athens Avenue, behind the Hungary Brook Shopping Center at Parham and Brook roads. The facility would provide access and parking for use of the planned 43-mile shared-use regional trail that will run from Ashland to Petersburg.

Grant agreement for 271 income-based apartments on City Council agenda

The Richmond City Council meets in regular session Monday at 6 p.m. The full agenda can be found here.

Business includes a grant agreement with 7000 Carnation LLC, an entity tied to local developer Lynx Ventures, to facilitate an income-based housing development at 7000 Carnation St. The 5.3-acre parcel is north of Carnation from its intersection with Hioaks Road and across Hioaks from Chippenham Hospital.

The $2.17 million development would total 217 residential units that restrict occupancy and rents to an average income designation of 60 percent of the area median income for at least 30 years. Grant payments would be limited to incremental real estate tax revenues generated by the project and conditioned to the developer’s completion and continued maintenance thereafter.

Other business includes acceptance from Sauer Properties of two parcels at 1220 and 1241 N. Seventh St. for a connector between the Shockoe Hill Burying Ground Historic District and the proposed Enslaved African Heritage Campus in Shockoe Bottom.

Jones, Nye elected to lead Richmond City Council in 2023-24

The Richmond City Council unanimously elected Ninth District Councilman Michael Jones as president and Fourth District Councilwoman Kristen Nye as vice president through December 2024.

They replace the Seventh District’s Cynthia Newbille and the Sixth District’s Ellen Robertson, respectively. Newbille had served as president since 2019, while Robertson had served two years as vice chair.

Jones and Nye have both served on City Council since 2017. Jones is senior pastor of Village of Faith Ministries. Nye is a freelance researcher and writer.

Petersburg City Council re-elects Parham as mayor; Hill elected vice mayor

The Petersburg City Council re-elected Sam Parham as mayor and elected Darrin Hill as vice mayor at an organizational meeting.

Parham was first elected mayor in January 2017. Hill has served on the council since 2015 and replaces Annette Smith-Lee as vice mayor.

Both terms are for two years.

Meeting set to discuss redevelopment of old Matoaca Elementary School

Chesterfield Supervisor Kevin Carroll is slated to host a community meeting with county staff Tuesday evening to discuss reuse of the old Matoaca Elementary School.

The county has proposed the school be redeveloped into a senior housing complex. The school is part of an 11-acre site that could also feature outdoor recreational amenities and a portion of the project site could include single-family lots.

The meeting will be held 6:30-8 p.m. Tuesday at the new Matoaca Elementary School at 20300 Halloway Ave., according to an announcement posted to the county’s website. It will be the second meeting regarding the redevelopment of the former school campus. The meeting is expected to also be live streamed on Facebook.

Carroll tapped to lead Chesterfield Board of Supervisors

The Chesterfield Board of Supervisors elected Supervisor Kevin Carroll as its chairman during the board’s meeting last week. The board selected Jim Ingle to serve as vice chairman. Both Carroll and Ingle will serve year-long terms in their board leadership posts.

Carroll represents the Matoaca District and has served on the board since 2020. Ingle, who is the Bermuda District’s representative, also has been a member of the board since 2020.

Supervisors Chris Winslow and Jim Holland served as chairman and vice chairman of the board, respectively, in 2022.

The board chairman role entails presiding over the board’s regular meetings and other duties. The vice chair handles such duties in the absence of the chairman.

Spoonhower to lead Goochland Board of Supervisors in 2023

The Goochland Board of Supervisors voted last week to re-elect Supervisor Neil Spoonhower (District 2) as the board chairman for the year 2023, according to a county news release.

Supervisor Charlie Vaughters (District 4) was selected as vice chairman for a year-long term at the same meeting. He takes over from 2022 vice chairman John Lumpkins.

This is Spoonhower’s second consecutive term as chairman.
