A group of investors led by a namesake of a longtime Midlothian engineering firm is eyeing land near Woodlake for a mixed-use development targeted to empty-nesters.
Woolridge Investment Co., fronted by developer Don Balzer Jr., is looking to rezone 120 acres at 5500 Woolridge Road for a development that would include up to 215 homes, a 115-bed assisted living facility and 15,000 square feet of primarily medical office space.
The $14 million project would fill a wooded tract along the north side of Woolridge between Fox Light Parkway and Spring Creek Baptist Church, across the road from Woolridge Elementary School. The site is just west of the Woodlake community and across Swift Creek Reservoir from Brandermill.
Balzer, a former president of engineering firm Balzer and Associates, said the investor group also is developing the nearby Cambria Cove subdivision off Genito Road.
“It’s an ideal location, right there on the reservoir, and it’s in a good area of Chesterfield County,” said Balzer, who retired from his namesake firm in 2005 and is now a developer and partner with Powhatan-based Benchmark Construction.
“With the aging population, there seems to be a fairly strong market for that 55-and-older” product, he said. “We’re trying to fulfill that need.”
While all of the homes will be targeted to seniors, Balzer said only 75 percent would be age-restricted, typically meaning at least one resident would need to be 55 or older and no residents younger than 19 would be allowed.
Plans submitted to Chesterfield County describe a mix of residential units including detached single-family houses and attached townhomes on a variety of lot sizes, some smaller than 12,000 square feet.
To satisfy Chesterfield’s cash proffer policy, Woolridge Investment would be required to pay $9,400 for each single-family home, $4,324 for each senior housing detached unit and $2,914 for each senior housing attached unit to fund road improvements in the project’s service district.
The application includes elevation renderings by StyleCraft Homes that show a variety of styles. Balzer said StyleCraft is one of several builders being considered for the project. The Lakeside-based firm is building homes in Cambria Cove and the nearby The Landing at Swift Creek.
StyleCraft president Richard Kuhn said houses in the Woolridge development would start at 2,000 square feet and include two-car garages, while the townhomes would start at 1,600 square feet with one- and two-car garages. He said prices have yet to be determined for the homes, which would include 55-and-up features such as barrier-free entrances and ground-level living.
Florida-based Watercrest Senior Living Group would develop the assisted living facility, which is planned to total 115 beds with daily living assistance and meals provided to residents.
The facility would fill about a dozen acres of the property along with up to 15,000 square feet of office space, 10,000 of which would be designated for medical or dental use.
A site map for the project shows space reserved for a dog park. Other community amenities would include sidewalks and walking paths with connections to adjacent communities.
Benchmark Construction will serve as the contractor on the project and Balzer and Associates will handle engineering, Balzer said.
Balzer said the group is under contract to purchase the property, which is owned by Elisabeth C. Smith Family Partnership. The latest county assessment put the property’s land value at $669,300. Balzer said it expects to close on the purchase when the land is rezoned.
The request is on the agenda for the planning commission’s May 15 meeting.
