City projecting $15M budget surplus

Mayor Levar Stoney announced that the City of Richmond is expecting a $15 million surplus from fiscal year 2019, which ended June 30. He attributed the surplus to improvements in tax collection, tax revenues coming in above projections, and savings from efficiencies in departmental operations.
Stoney is proposing using $6.2 million of the surplus to fund a 1 percent cost-of-living adjustment for city retirees, the first such increase in more than a decade if approved. Another $1 million would go to reducing debt obligations of the Richmond Retirement System.
An additional $1 million would go to fund capital projects including accessibility enhancements along the James River, including: $500,000 for enhancements to community centers; about $282,500 for a 3,000-foot-long ADA-accessible path and ramps along Tredegar Street near Brown’s Island; and $180,000 for universal access ramps at Huguenot Flatwater Park.
The proposals will be presented to City Council in ordinance form at its next regular meeting Sept. 9.

The Lake District at Glen Allen development proposed by Virginia Beach-based Boyd Homes is up for a deciding vote at Hanover supervisors’ regular meeting Wednesday.
The 323-acre mixed-use project received a thumbs-down from the Planning Commission in July – the second such denial recommendation since the project was first proposed last year. The project has since been reworked with 415 fewer residential units proposed, bringing the current unit count to 1,787.

Carvana, solar data farm projects get thumbs up in Chesterfield
The Chesterfield County Planning Commission voted to recommend approval of a proposed Carvana distribution facility near Chester and a solar farm-data center that Torch Clean Energy is pitching for the former Matoaca Mega Site. The rezoning requests now go to county supervisors next month for a final vote.
Loughridge & Co. to get $4.3M River City Sportsplex contract
Chesterfield supervisors meet in regular session Wednesday at 6 p.m. Business on the agenda includes awarding a $4.36 million contract to Loughridge & Co. for construction of the River City Sportsplex Phase I project.
The project includes a new restrooms and concessions building, event plaza, landscaping and signage, a maintenance compound, 343 new parking spaces, completion of an unfinished parking area and associated roads, and pedestrian circulation areas. The work would complete the 12-field facility and is projected for completion by July 2020.

Joint meeting on Goochland zoning rules rewrite
Goochland County supervisors will hold a joint work session with the Planning Commission at 3 p.m. Monday to discuss a draft of a proposed zoning ordinance rewrite. The meeting will be held in conference room 270 in the administration building at 1800 Sandy Hook Road.
Airport commission meets Tuesday
The Capital Region Airport Commission meets Tuesday at 8 a.m. Business includes award of a $1.59 million contract to J.S.G. Corp. for the East Ramp 3 Access Road Project. The commission meets in the first-floor conference room at Richmond International Airport.
Input sought on Richmond homelessness plan
The City of Richmond and Homeward, a planning and coordinating agency for homelessness services in the Richmond area, are seeking public feedback on a strategic plan for addressing homelessness in the city. Citizens are asked to participate in this survey through Aug. 29.
