Henrico approves 1,600-home Avenlea development near Short Pump

At their meeting last week, Henrico supervisors approved rezoning and provisional-use permit requests for Eagle Construction of VA’s 1,600-home Avenlea development and Edward Rose & Sons’ plan for 325 apartments in Short Pump.

Avenlea is planned to fill 183 acres along the north side of Interstate 64 between Gayton Road and the Goochland County line. In addition to a mix of homes in defined neighborhoods, the development would include a commercial component totaling 150,000 square feet of space, with plans for a corporate campus and a mixed-use district comparable to Eagle’s nearby GreenGate development.

Edward Rose & Sons’ apartments are planned for 17 acres between Gayton Road and West Broad Marketplace. The company developed the 347-unit Luxe 360 at CenterPointe and other apartments in Chesterfield County.

Several hundred townhomes approved in Chesterfield

The Chesterfield County Board of Supervisors voted last week to approve proposals to build townhome developments in the southern and western parts of the county.

Duke Quality Homes LLC is cleared to build 145 townhomes (of which at least 110 units would be age restricted) on a 32-acre site at Osborne Road and Interstate 95 in Chester.

Also at that meeting, Piedmont Venture LLC got approval to build a 245-unit townhome development on 164 acres at 17501 Genito Road.

Agenda Upper Magnolia

Chesterfield County is seeking to rezone about 2,400 acres in the western part of the county to set the stage for a technology park to the west of the proposed extension of Powhite Parkway and residential development to the east.

Community meeting scheduled for Upper Magnolia rezoning

Chesterfield officials will hold a community meeting at 7 p.m. Thursday to discuss a county-led proposal to rezone about 2,400 acres near Moseley in the western part of the county.

The county would like to see the so-called Upper Magnolia acreage rezoned to set the stage for a 1,700-acre technology park and 700 acres of single-family houses and public facilities.

The meeting will be held in the county’s public meeting room at 10001 Iron Bridge Road. The meeting will also be live streamed on Facebook, YouTube, Verizon channel 28, Comcast channel 98 and the county television station WCCT.

County staff will provide a presentation on the project at the meeting, where Supervisors Leslie Haley and Kevin Carroll will answer attendees’ questions.

The county has already held several community meetings and work sessions as it continues to develop a formal proposal for the project, which is covered by two separate rezoning cases.

The Planning Commission is expected to consider a formal proposal in March, and the Board of Supervisors is slated to render a final decision on the project in April.

The county has a webpage focused on the project here.

Hanover board selects interim Beaverdam District supervisor

The Hanover County Board of Supervisors appointed R. Allen Davidson, a retired member of the county’s sheriff’s office, to serve as the Beaverdam District’s interim representative after the death of Supervisor Aubrey Stanley in December.

Davidson was expected to be sworn in prior to the board’s Feb. 9 meeting, according to a county announcement. He’ll serve on the board until a special election to fill the seat can be held.

The board has asked the county circuit court to set a special election in November, and the winner of that election would serve the remainder of Stanley’s term, which ends December 2023.

Davidson is employed in corporate intelligence and security in the private sector. He has degrees in organizational management and leadership and administration of justice.

District 2 Supervisor Neil Spoonhower was elected chairman and District 4 Supervisor Don Sharpe was elected vice chairman, according to a county announcement.

Both men were first elected to the board in 2019.
