Chesterfield keeps muzzle on major plan

A development deal with some serious bite is in the works in Chesterfield County.

The Chesterfield Economic Development Authority is pushing forward a plan code-named “Project Bulldog” for a 404,200-square-foot warehouse in Meadowville Technology Park, directly across from the massive Amazon distribution center.

The project is quietly working its way through the Chesterfield planning department and is “under contract,” according to an application submitted to the Virginia Department of Environmental Quality on behalf of the economic development department.

It is unclear who the potential tenant for the site might be.

Chesterfield Economic Development Director Will Davis said he cannot comment on projects that have not been announced.

A county planning hotline offers little beyond the project’s location, proposed size and its label as Project Bulldog.

The county’s planning department has already given the project “substantial approval.”

“There’s very little left before they get a full approval,” said Alan Coker, a senior planner at the county.

Details of the project are evident through a Department of Environmental Quality application submitted by Timmons Group, the project’s design engineer, on behalf of the Chesterfield Economic Development Authority. The authority’s application indicates it will build roads for access to the project.

The application also shows a second building, labeled a “future industrial facility,” just south of the potential 400,000-square-foot building.

The planned road will run between Enon Church Road and Meadowville Technology Parkway and separates the two proposed buildings. The Department of Environmental Quality application is required because the land for the proposed project includes wetlands.

Project Bulldog is being reviewed by the county’s Department of Environmental Engineering and has been issued a restricted land disturbance permit. The extent of the permit the project has received is unclear, but Coker said the applicant could potentially begin clearing a portion of the site with the limited approval in place.

The Chesterfield Economic Development Authority owns the plot of land that is eyed for the two proposed structures, although it could sell the property prior to development.

The authority sold the 99-acre plot of land the Amazon building now occupies to a real estate investment trust in December 2011 before construction on the building began. The governor’s office announced plans for that project the same week the land sale closed.

Meadowville Technology Park, a 900-acre master planned industrial complex, hosts the 1 million-square-foot Amazon distribution center and a $150 million Capital One data center that wrapped construction in October.

The Amazon building was sold in July to an Arizona-based REIT.

The park’s master plan also calls for a 400,000-square-foot logistics-related building immediately north of the facility referenced in Project Bulldog.
