With their first two buildings finished and fully leased, the development team behind a new apartment complex in Chester is moving forward with the project’s second and final phase.
George Emerson and Phil Roper have started construction on the third of three buildings for The Jane at Moore’s Lake, a $65 million development totaling 385 units on the nearly 60-acre site of the former Moore’s Lake retreat between Route 1 and Interstate 95 just north of Route 10.
Elevator shafts and steel framing for the building started going vertical a couple months ago, and construction is scheduled to last 15 months. The building’s 185 units are planned for completion next year.
Those units will join the 200 units built thus far, which are split between two buildings that are likewise four stories high. Consisting of one-, two- and three-bedroom floorplans, the apartments range from about 640 to 1,400 square feet on average, with monthly rents ranging from $1,200 to just under $2,000. Two-level penthouse units, at 1,600 square feet, rent for $3,000 a month.
Since wrapping up work on the first buildings last year, Roper said all of those units are currently leased.
“It’s tight in that market,” Roper said of the Chester area. “We don’t have a vacancy until November. Everything’s rented.”
Added Emerson, “The first phase really outperformed any of our projections. That product that we have is the nicest product we own in the county, and this (building) that we’re bringing online will be better than that product.”
Apartments in the third building will be comparable in size and rental ranges, though Emerson said rates may be higher by the time the new units are ready. The building will have some enhanced design features as well, including additional elevators and attached garages that tenants can rent in addition to their lease.
Roper said the building will have three elevators, where the previous two buildings had two each. The building also will have more garages, about 30, due to response seen with the first phase, Roper said.
“They leased immediately, so we could see the demand. So we put a bunch more in this phase,” Roper said. “A lot of people in their 50s, 60s and 70s enjoy this facility, because it’s got elevators and it’s so convenient.”
Describing most apartments in Chesterfield as three- or four-story walkups, Roper said The Jane stands out because of its elevators that can be accessed from the garages via hallways. Other amenities include a clubhouse, pool, fitness center and Wi-Fi, and apartment rents include satellite TV, internet and trash pickup.
Roper and Emerson are serving as the general contractor on the building as they did with the first two, which broke ground in 2017. Midlothian-based Poole & Poole Architecture designed the apartments, which are managed by Atlanta-based Matrix Residential.
Roper and Emerson’s collaborations include the Colony Village Apartments about two miles north and the Valley West Apartments in Shockoe Bottom in Richmond.
Elsewhere in Chesterfield, they also teamed up on The Vue at Westchester Commons, a 236-unit apartment complex overlooking Route 288. Emerson initially collaborated on that project with developer Casey Sowers, but Roper was brought on prior to construction.
Sowers, meanwhile, has gotten going on the second phase of his Winterfield Place development a couple miles north.
