Richmond area agendas for the week

200-home Markel-Eagle project proposed in Chesterfield

The Chesterfield County Planning Commission is scheduled to meet Tuesday. Full agenda here.

On the docket is a 200-lot subdivision proposed by Markel-Eagle Advisors LLC in the western part of the county. Dubbed Parke at Cold Creek, the subdivision would consist of single-family, age-restricted homes on about 100 acres. The development would also feature a trail network and other amenities. The land is mostly undeveloped except for two houses, according to a staff report.

The land in question consists of several parcels on Otterdate Road south of the Westerleigh subdivision.

The Planning Commission is also scheduled to review an update on the Upper Magnolia Green rezoning cases.

Richmond 300 plan amendments, TOD extension on City Council agenda

Business on the 6 p.m. regular meeting agenda includes a long-deferred request by a majority of council members to make amendments to the Richmond 300 master plan. The request would direct the Planning Commission to consider the amendments and hold a public hearing at an upcoming meeting.

Items on the consent agenda include a proposed extension of the city’s TOD-1 Transit-Oriented Nodal District zoning along West Broad Street from Interstate 195 to city limits at Staples Mill Road, and a special-use request for an infill development of seven townhomes with off-street parking and a common area at 4508 Grove Ave. The development would replace a one-story office building there.

Also on the consent agenda is a special-use request to allow eight single-family homes and four duplexes with off-street parking at 1127 N. 29th St. The development would replace an existing commercial building.

Overview of Hanover’s proposed FY23 budget this week

The Hanover County Board of Supervisors will hold a specially scheduled meeting Wednesday to review staff reports related to the county’s proposed fiscal year 2023 budget.

County Administrator John Budesky will lead a presentation on the proposed budget. Sheriff David Hines and Fire Chief Jethro Piland will also present.

Goochland to hold public meetings on small-area plans

Goochland County will hold public meetings this week to discuss development of small-area plans for Courthouse Village and Centerville Village.

The plans will consist of recommendations for land-use, residential density and other considerations for growth in those areas, according to a county news release last week. The meetings are intended to gather feedback from residents on the plans.

The Courthouse Village meeting will be held at 7 p.m. Wednesday at the Goochland County Administration Building, 1800 Sandy Hook Road. The Centerville Village meeting is scheduled for 7 p.m. Thursday at St. Matthew’s Church, 1706 St. Matthew’s Lane.

Varina industrial building, townhome projects approved in Henrico

At their meeting last week, Henrico supervisors approved Ashley Capital’s rezoning request for a 584,000-square-foot warehouse between Pocahontas Parkway and Laburnum Avenue, southeast of Varina High School and John Rolfe Middle School.

The board also approved rezoning requests from HHHunt for a townhome development on about 27 acres at the southeast intersection of East Williamsburg and Whiteside roads, and from Laurel Land LLC for seven townhomes and 52 two-over-two condos on 5 acres northeast of Hungary Spring and Hungary roads.

500-home Varina project, ‘One Pouncey’ plan OK’d in Henrico

At its meeting last week, the Henrico County Planning Commission recommended approval of Godsey Properties’ plan for nearly 500 homes, mostly townhomes and condos, on 54 acres on the west side of Interstate 295 immediately south of Interstate 64. The project would be an extension of the adjacent 400-home Landmark development.

Spy Rock Real Estate Group’s plan for a five-story apartment building at 2001 Dabney Road was recommended for approval. The almost 2½-acre site is just north of Westwood Avenue. The commission also supported Rebkee’s plan for 102 condos and retail space on 6 acres northwest of Broad Street and Gayton Road.

Blackwood Development received development plan approval for its One Pouncey project, which is now proposed to consist of 227 apartments in two four-story buildings, two one-story detached garage buildings and four one-story commercial buildings totaling 19,700 square feet of space. The nearly 10-acre property is near Twin Hickory.

The commission deferred to March 10 a request from Holland Associates LLC to redevelop an existing office and warehouse site at 2369 Staples Mill Road with a 10-story building including a two-story podium parking deck and eight stories of apartments above. The 1.6-acre site is across Staples Mill from the Libbie Mill-Midtown development.

Also deferred to the March 10 meeting are rezoning and permit requests from Thalhimer Realty Partners and Crenshaw Realty for their plan to replace five office buildings on Willow Lawn Drive and Byrd Avenue with two seven-story apartment buildings totaling 585 units.
