Richmond to pursue zoning changes tied to City Center plan

The Richmond Planning Commission meets Monday at 1:30 p.m. Business on the agenda includes a resolution declaring the city’s intent to amend its zoning map to reflect the recently adopted City Center Innovation District Small Area Plan.

The amendment to the Richmond 300 master plan is aimed at guiding growth over a roughly 20-block area anchored by the to-be-demolished Richmond Coliseum. The area-wide rezoning also sets the stage for the city to solicit for the sale and redevelopment of city-owned properties, which make up the bulk of the 26-acre area.

500-home Varina project, Innsbrook technology zone on Henrico agenda

Henrico supervisors meet in regular session Tuesday at 7 p.m. Full agenda here.

Business includes Godsey Properties’ plan for nearly 500 homes, mostly townhomes and condos, on 54 acres on the west side of Interstate 295 immediately south of Interstate 64. The project would be an extension of Godsey’s adjacent 400-home Landmark development.

SKM LLC seeks rezoning and provisional-use permit approvals for Rebkee’s plan for 102 condos and retail space on 6 acres northwest of Broad Street and Gayton Road. Also on the agenda is Spy Rock Real Estate Group’s plan for a five-story apartment building at 2001 Dabney Road.

A public hearing is to be scheduled for April 12 related to the county’s first proposed technology zone in the Innsbrook Redevelopment Overlay District. The program would provide incentives in the district to qualified businesses such as waivers of building permit and planning application fees. Qualifications for by-right incentives include $1 million of new capital investment and creation of 10 new jobs.

A request from Atlantic Crossing LLC to rezone 530 acres southeast of the Interstate 64-295 interchange for an industrial development is being deferred to May 10.

Apartments near Libbie Mill, Willow Lawn on Henrico planning agenda

The Henrico County Planning Commission meets Thursday at 7 p.m. Full agenda here.

Business includes Holland Associates LLC’s request to redevelop an existing office and warehouse site at 2369 Staples Mill Road with a 10-story building including a two-story podium parking deck and eight stories of apartments above. The 1.6-acre site is across Staples Mill from the Libbie Mill-Midtown development.

RDK Land Holdings LLC seeks zoning approval for a 160-unit townhome development on 16 acres southeast of Chamberlayne Road and Wilmer Avenue.

Deferred from last month are rezoning and permit requests from Thalhimer Realty Partners and Crenshaw Realty for their plan to replace five office buildings on Willow Lawn Drive and Byrd Avenue with two seven-story apartment buildings totaling 585 units.

Chesterfield supervisors to receive budget presentation

The Chesterfield County Board of Supervisors is scheduled to meet Wednesday. Full agenda here.

County staff will provide an overview of the proposed budget for fiscal year 2023 during the meeting’s afternoon session. Staffing changes, financial policies, the five-year capital plan and other topics will be touched on.

The public hearing on the budget is expected to happen March 23, and budget adoption is expected April 6.

Also on the docket is consideration of a Markel-Eagle proposal to build 200 single-family lots for age-restricted homes on Otterdale Road. The project site is about 100 acres.

The board is also scheduled to vote on a license agreement amendment that would allow EventMarkers-USA, the After Hours Concerts series promoter, to hold concerts at River City Sportsplex.

Hanover board to get update on broadband initiative

The Hanover Board of Supervisors is slated to meet Wednesday. Full agenda here.

A presentation on Connect Hanover, the county’s broadband initiative to improve internet access in the county, is on the afternoon agenda. All Points Broadband, the county’s designated provider, has determined more than 7,000 homes and businesses lack broadband access, according to a staff memo.
